Charge 1. For forging an Attornies licence in the state of North
Carolina and practicing under such forged licence until detected
and disgraced
Charge 2-For taking a fee as Lawyer, on both sides of the case,
thereby for swearing and rendering himself odious and unworthy
to be trusted.
Charge 3-For acknowledging and certifying from under his own
hand, that he had lied, and extending to the injured person, what
is generaly known and considered a liebele
Charge 4-For swindling by attempting to pass counterfeit money
knowing it to be such.
" 5. For universal lying and deception, thereby rendering
himself odious and contemptiable.
" 6. For embezeling the money subscribed as outfit to him
and Mr. Gritten, as commissioners sent on the part of
the Committee at San Felipe, to confer with Genl. Cos
at Matamoras. They neither went to their intended des-
tination, nor have they made a showing of what they
did do.
" 7-For failing to perform the duties confered upon him
by the late convention, as a member of the committee
to superintend the correct publication of the proceedings
of that body, as such rendering himself unworthy to
be trusted with any other appointment-And finally for
intrigues and management practised on members of the
council and rendering himself unworthy of a seat in
your body.
All the foregoing charges with many others not communicated I
am informed from sources unquestionable, are facts, which can be
established by living witnesses. I therfore deem it a duty which
you owe to me, to yourselves, and to your constituents to suspend
Mr. Barrett from holding a seat in your council until he hon-
orably aquits himself of the above charges And that you award
to him a day, allowing time for the testimony to be procured, and
that he be heard in his defence before your honorable body in
conformity with the laws and decrees in such cases made and
provided, and that justice be awarded to him as he may merit.
With due deference, the foregoing together with the bill, is trans-
mitted to your honorable body for your consideration and cor-
responding effects.
