the Houston boom of the later 197os rescued the Woodlands Develop-
ment Corporation as a profit-making enterprise but factored out larger
social goals. The result by the 198os was a physically attractive suburb
not functionally different from developments found throughout the
United States. In the final analysis, the Woodlands developed as the
market allowed. The process of putting a complete community in
place, ironically, has taken the same twenty years required by the far
less organized town builders of a century ago.
