Civilian Population of Texas Counties, 1940 and 1943
The table below presents the official estimates of the United States Bureau of the
Census on civilian population of counties of Texas as of the regular census date, April 1,
1940, and as of Nov. 1, 1943, after there had been large interstate and intrastate migrations
of civilian population in addition to a shift of an officially estimated 484 152 Texans into
the armed services. In most counties the civilian population of April 1, 1940, is the same as
the "total population" given in another table for that date. However, there were 35,134
individuals in the armed services in Texas at that time, largely concentrated in Bexar
County. Because of the relative permanence of peacetime military population, no distinction
was made by the Bureau of the Census in its total population figures for 1940. War with its
highly mobile military personnel made the distinction essential to economic and social inter-
pretation of population data. However, in all consideration of the statistics on civilians
population, with the estimated losses in most counties, it should be kept in mind that the
end of the war would soon restore the loss that has been sustained to the armed services.
Of the 254 counties, sixty gained in civilian population and 194 lost in civilian population
during the interval, April 1, 1940, to Nov. 1, 1943. The counties that gained were the expand-
ing industrial centers where in-migration of workers more than offset losses to military
services.
