HIGHWA YS-MOTOR VEHICLES.More than 1,100 miles were added to
the improved designated highway system
of Texas during 1926, despite the handi-
cap imposed by the decision in the so-
called Archer County case. The opinion
of the Supreme Court of the United States
in this case, which went up from Archer
County, Texas, held invalid the road dis-
trict law of Texas, declaring it to be in
contravention of the "due process" clause
of the fourteenth amendment of the Con-
stitution of the United States. Under this
law most of the road bonds of Texas had
been issued, amounting to some $60,000,000
or $70,000,000. While there was never any
real fear that the residents of these road
districts would endeavor to make use of
the decision to invalidate this great debt,
yet the situation created confusion and
effectually stopped the sale of bonds and
retarded highway construction work for
a period of six or eight months. The sit-
uation wo s finally cleared up by the ac-
tion of the Texas Legislature in special
session in October and November, 1926.

The entire public road system of Texas
is appro nateiy 180,000 miles in length.

miles on the designated highway system
of the State, and of this 20,000 miles there
are 11,092 miles on the Federal designated
system. The Federal designated system is
divided into 3,575 miles of primary and
7,517 miles of secondary highway.
The total mileage of improved highway
in Texas is approximately 20,000. It is
difficult to arrive at this figure for the
reason that the State Highway Depart-
ment has little information relative to
highway improvement on the 160,000
miles lying without the designated sys-
tems of the State and Federal Government.
The improvement on these roads consists
largely of gravel and clay. The total
mileage of improvement along the desig-
nated Federal and State system of the
State is nearly 9,000.
Highway improvement on the designat-
ed system of the State is under direction
of the State Highway Department. Grants
of Federal and State aid in proportion to
the entire cost of the projects vary ac-
cording to use of the road as a through
highway, value of adjoining property and
