SECOND DAY
WEDNESDAY, JANUARY 15, 2003
PROCEEDINGS
The Senate met at 11:00 a.m. pursuant to adjournment and was called to order by
the President.
The roll was called and the following Senators were present: Armbrister, Averitt,
Barrientos, Bivins, Brimer, Deuell, Duncan, Ellis, Estes, Fraser, Gallegos, Harris,
Hinojosa, Jackson, Janek, Lindsay, Lucio, Madla, Nelson, Ogden, Shapiro, Shapleigh,
Staples, Van de Putte, Wentworth, West, Whitmire, Williams, Zaffirini, Mr. President.
Absent-excused: Carona.
The President announced that a quorum of the Senate was present.
Senate Doorkeeper Don Long offered the invocation as follows:
Almighty, glorious, and blessed Lord, vouchsafe Thine aid to this our
present convocation. We pray that Your grace and love will descend in
abundance upon the Senators and give them wisdom and courage to pass
legislation that will benefit all of the peoples of Texas.
We pray for the President of the United States of America and we pray
for the enemies of this great country that they seek to resolve their
differences in peaceful manners. Keep us from the horrors of war.
Let Your peace and comfort rest upon Linda and Troy Fraser in their
time of sorrow at the death of Mary Sartwell, Linda's mother.
Teach us Your ways, O Lord. Make us to know the measure of Your
wondrous love, that we may seek You in truth, and forsaking our evil ways,
cleave in righteous and constant devotion to You, O God, who is our rock
and our redeemer both now and evermore. Amen.
Senator Whitmire moved that the reading of the Journal of the proceedings of
yesterday be dispensed with and the Journal be approved as printed.
The motion prevailed without objection.
LEAVE OF ABSENCE
On motion of Senator Whitmire, Senator Carona was granted leave of absence
for today on account of important business.
