duce implications of the greatest
moment for the United Nalions and
the West. Something of a test ot
wills is in the making 011 the Congo
issue. The U.N. needs a further
mandate from the security council
and the two sides in the coid war
differ on what this mandate
should be.
There are charges ar.f counter-
charges. Yugoslavia has charged
that the United Nations is faciltat-
ing Belgian interference by tollow-
ing a hands-off policy in the Congo
internal conflict. Secretary General
Hatpmarskjold has called for se-
curity council action to halt the

presumably directed against both
Soviet military aid and continued
Belgian interference. The Secretary
General has told the council in a
message that it might be necessary
to disarm Congolese military units
temporarily since these forces are
an obstacle to re-establishment of
law and order.
In Moscow, Soviet Premier Khru-
shchev and visiting Premier of
Guinea, Sfkcu Toure, joint.i in de-
manding immediate evacuation or
what thev called imperalist aggres-
sions from the Congo. The two said
their view cn the future of Africa
and the world are identical.
The Premier oi Guinea, by the
way. Ineas to the lett but is dei-
initeiy against communist penetra-
tion of Atrica. His country has
been receiving some aid from the
Soviet Union.
Meantime, this country has con-
tinued to complain about the So-
viet Union interference in the Con-
go struggle. It appears that a fleet
of Soviet troop transport planes,
trucks and about 200 technicians
are ia the Congo to help Lumumba
put down secession - minded
provinces . . . actually, provinces
demanding a federalized setup.
It is this conflict more than any-
thing else that will make tbe pro-
ceedings at the Security Council
extremely difficult . . the ideologi-
cal and political conflict. The best
thing mat could possibly happen
would be tor the U.N. to disarm
all Congolese factions, but that
may take some doing.
