ted from tax payers who pay taxes upon some
real or personal property listed by the asses-
ors and the great body of voiers actually es-
cape the tax. It should be either entirely
abolished or should jie collected. Ilen Hut-
ler in dealing with thlsjuestion in his inaugu-
real addresses governor of Massachusetts sug-
gests that a nominal poll tax for state purpo-
ses be assessed as now on polls ofcitizens
and then if any citizen chooses to pay it by
voting let that act be a discharge and pay
merit of such tax We believe the suggestion a
good one as the requirement that payment
should be one of the qualifications of voting it
antagonistic to the spirit of a freQ ballot.
