ments have aecepted the proposition of
Mrs. Sam itmlth and others to purchase
a portion of the Jack Harris oorner for

March term have Inspected the petty
Jury rooms and llnd the walls Indecent-
ly pencilled and needing attention and
would suggest the same be at once reno-
vated and In the future require Wall-
Ills to advise Jurors about defacing the
walls windows woodwork eto. and
carefully examine the room after the
Jurors leaving the rooms and aiyene
caught or found perpetrating such of-
fenses be reported and brought before
your honor.
Wo have visited the county Jail and
And considering the numb.r of Inmatrs
It is In a very fair condition. We rec-
ommend however that the Sheriff
visit the Jail personally every two
weeks or ottentr. It necettary aad listen
to complaints of prisoners.

found no one who had seen anything of
that kind going on.
Concerning roads we find that unrea-
sonable prices are asked for lands for

old roads be kept open until the new
ones are In condition for traveling and
that road-overseers be Instructed to
compel those whoso duty It la to work
the roads showing no partiality to any-
one; that the County Clerk be requested
to mako a list of all those whose duty It
Is to work tbem and turn them over to
their overseers In thelrregular precincts;
that tho County Commissioners have a
correct road-map made to that parlies
purchasing lands may see whether or
not the road crosses their lands or what
other means of access thereto.
We also visited and Inspected the
county manual labor poor-house and
hospital and llnd tho same to bo In a
neat and clean condition and the In-
mates surrounded with all the comforts
which the placo aflords. Th.re aru sev-
eral Insane Inmates at this place who
should be cared for by the State within
the lunatlo asylum and humanity would
dictate their removal as at an early a
date as possible for the means at the
command of the county Is wholly Insuf-
llolcnt to give them that care which en-
lightened civilization requires and .de-
mands. The food provided Is good substantial
and well cooked.
All prescriptions Tor medicines are
compounded on Hie place which depart-
ment Is In the hands of n competent
steward.
We ascertained tho cost per capita of
conducting the Institution forth past
year was 'JH cents per day. This In-
cludes the salaries or the physician su-
perintendent steward gardener cook
and laundress and all medicines fond
clothing and Incidental expenses. We
believe the County Judge. Commissioner
and Superintendent have done remarka-
bly well In tbelr reducing the expenses
of Hie Institution and at the same time
bringing It up to Its present state or er-tlclenoy.
