The appropriations herein provided are to be construed to be as the
maximum sums to be appropriated to and for the several purposes
named herein, and no expenditures shall be made, nor shall any obligations
be incurred, which, added to the actual expenditures will exceed
the amounts herein appropriated, for either of the said purposes.
Provided further that it shall be the duty of the heads of the'
departments to transfer any employee of his office, to any desk or'
place within his department, when necessary to perform the duties
of the department and proper dispatch of business.
