344 GENERAL LAWS.
Provided that no money herein or hereby appropriated for any
purpose shall be paid to any person directly or indirectly who is
not at the time of receiving such pay, remuneration or emolument,
a citizen of the United States, under the laws of the United States;
provided, however, that this Act shall not apply to any person, who
is not .a citizen of the United States, under the naturalization laws
of the United States who has resided in Texas for a period of ten
years, and who shall, within thirty days after this Act shall take
effect, make application to become a citizen of the United States,
and who shall, within two years after making such application become
a citizen of the United States, under the naturalization laws
of the United States.
