tract, if the valuation is raised, it shall cause notices to be issued by
the secretary of the school board to all persons, and corporations
owning said property, or their representatives, to appear before said
board of equalization to show cause why such changes in valuation
should not be made. Said notices shall be in writing and shall
state the time and place for hearing complaints of those cited which
shall not be less than 10 days from the service of said notice. Said
notice may be served by depositing the same, properly addressed
and postage paid in the postoffice, of Mineral Wells, Texas. At
such second meeting after having heard such objections, said board
of equalization shall make its final decision as to such valuations
which shall be conclusive and from them the assessor shall make up
the tax-rolls. The members of the board of equalization shall iold
their office for a period of twvo years and receive no pay for their
services.
SEC. 10. The treasurer of the Mineral Wells Independent School
District shall be that person or corporation who offers satisfactory
bondt and the best bid of interest on the average daily balances for
the privilege of acting as such treasurer. The treasurer when thus
selected shall serve for two years and until his successor shall have
been duly selected and qualified and the bond of such treasurer
shall be in double the estimated amount of the receipts coming
annually into his hands. Said bond shall be made payable to the
president of the board of trustees and his successors in office, conditioned
for the faithful discharge of the treasurer's duties and
the payment of the funds received by him upon the draft of the
president of the school board. Said bond shall be further conditioned
that the treasurer shall safely keep and faithfully disburse
all funds coming into his hands as treasurer, and shall faithfully
pay over to his successor all balances remaining in his hands. It
shall be approved by the board of trustees and the State Department
of Education shall be notified of the appointment of the treasurer
bhv the president of the school board filing a copy of said bond in
said department.
SEC. 11. The assessor and collector of taxes herein provided for
shall be required to give bond in an amount to be determined by
the school board not to exceed $10,000.00, payable to the president
of the board of trustees, and his successors in office, to be approved
by the board of trustees., conditioned upon the faithful discharge of
the duties of said office, and the payment of the funds received by
him to the treasurer of said district, together with statement of
amounts received on the 1st and 15th of each month, and he shall
be entitled to receive for his services as assessor and collector of
taxes, such compensation as the board of trustees may allow, not
to exceed 'hree per cent for assessing and not to exceed three per
cent of all sums collected by him as such assessor and collector.
SEC. 12. When a majority of the board of trustees of said district
prefer to have the taxes of their district assessed by the
county tax assessor and collected by the county collector, the same
shall be assessed and collected by such county officer, and turned
over to the treasurer of said district for which such taxes shall
have been collected; provided that the property of said district,
when assessed by the county tax assessor shall not be assessed at a
