S.B. No. 2501
1 Sec. 3884.003. PURPOSE; LEGISLATIVE FINDINGS. (a) The
2 creation of the district is essential to accomplish the purposes of
3 Sections 52 and 52-a, Article III, and Section 59, Article XVI,
4 Texas Constitution, and other public purposes stated in this
5 chapter. By creating the district and in authorizing the city and
6 other political subdivisions to contract with the district, the
7 legislature has established a program to accomplish the public
8 purposes set out in Section 52-a, Article III, Texas Constitution.
9 (b) The creation of the district is necessary to promote,
10 develop, encourage, and maintain employment, commerce,
11 transportation, housing, tourism, recreation, the arts,
12 entertainment, economic development, safety, the public welfare in
13 the district, and educational scholarships for college-bound
14 students residing in or out of the district.
15 (c) The district is created to supplement and not to
16 supplant city services provided in the district.
17 Sec. 3884.004. FINDINGS OF BENEFIT AND PUBLIC PURPOSE.
18 (a) The district is created to serve a public use and benefit.
19 (b) All land and other property included in the district
20 will benefit from the improvements and services to be provided by
21 the district under powers conferred by Sections 52 and 52-a,
22 Article III, and Section 59, Article XVI, Texas Constitution, and
23 other powers granted under this chapter.
24 (c) The creation of the district is in the public interest
25 and is essential to further the public purposes of:
26 (1) developing and diversifying the economy of the
27 state;2
