2 WHEREAS, The State of Texas lost a longtime state official on
3 January 14, 2009, with the passing of Jess M. Irwin, Jr., a very
4 experienced and accomplished man of family and faith who served his
5 state and his country throughout his life; and
6 WHEREAS, A Texas native, Jess M. Irwin, Jr., was born
7 September 24, 1912, in Dallas and graduated from Oak Cliff High
8 School before beginning his career with the state; and
9 WHEREAS, He proudly served as an infantryman in the 232nd
10 Infantry Regiment, 42nd "Rainbow" Division in Europe during World
11 War II, where he experienced combat and witnessed the horror of the
12 Dachau concentration camp; and
13 WHEREAS, Mr. Irwin returned home to Texas after serving his
14 country to resume an illustrious career with the State of Texas that
15 included his involvement in the creation of the Legislative Budget
16 Board and service in a number of notable positions; and
17 WHEREAS, Mr. Irwin served as budget director for Governors
18 Allen Shivers and Price Daniel, executive director of the board for
19 Texas State Hospitals and Special Schools, commissioner of the
20 Texas Rehabilitation Commission, member of the board for the Texas
21 Rehabilitation Commission, member of the Surplus Property Board,
22 member of the Sunset Commission, and executive director of the
23 Texas State Government Economy and Efficiency Commission; and
24 WHEREAS, An accomplished state official with an unwavering
