PROCLAMATION BY THE Strernur of fitf fte af exas 41-3192 TO ALL TO WHOM THESE PRESENTS SHALL COME: Pursuant to Article IV, Section 14, of the Texas Constitution, I, Rick Perry, Governor of Texas, do hereby disapprove of and veto House Bill No. 2142 as passed by the Eighty- first Texas Legislature, Regular Session, because of the following objections: House Bill No. 2142 limits the Texas Department of Transportation's ability to market or advertise the use of toll roads or tolling as a method of paying for highway projects, preventing the state from advertising resources such as toll tags. Marketing toll roads as a user-fee-based alternative to congested highways is important to relieving congestion on other state roads and keeping Texas moving. Since the Legislature by its adjournment has prevented the return of this bill, I am filing these objections in the office of the Secretary of State and giving notice thereof by this public proclamation according to the aforementioned constitutional provision.
