It is therefore ordered that no boat shall land between Cairo a11l tie
mouth of White River, except where there is a garrison of United States
troops. They will llot he allowed to lan11 in skifl's or small boats, nor
will they be allowed to 11(l suppl)llies at any military point naled Tabove
except for the use of the Uniite(l States troops, and l such pe' rsons as are
residing within the Fe(deral lines, without special lpermits ill each ease
from'l these headquarters.
Thile rami Monarch will proceed to-morrow morning at (6 o'clock down
the Misssisilppi River and arrest every trading boat found between
NMenphis and White River. All passengers on board, who are wmlen
and children, or all persons not liable to conscription by the laws of
the Confederate States, will be put ashore at the first landing, together
with anly eflfcts they may have; and parties liable to c('ons(rilptio are
presmed((l to be in the rebel army, and will be brought as prisoners of
war to this city. The (collmander of tlme ram Monarch will senlld each
boat to this city under guard, which will be furnished by Brigadier-
(Geeneral lckland, and no boat will be allowed to land except at Hlelena
oil the way upl).
