structing, repairing and maintaining such roads, and for bridges
and culverts thereon. In connection with the road commissioner
of each precinct respectively, said county road superintendent
shall supervise and control the laying out, opening,
widening, draining, grading, construction, building, repair, and
maintenance of all roads, bridges and culverts of said county.
He shall also perform such other duties as may be required of
him by said court.
SEC. 5. It shall be the duty of said road superintendent to
select and recommend for main roads the lines best from an
engineering point of view, also to make maps, profiles, levels,
grades, and specifications for the roads ordered by the commissioners'
court, to approve or reject all materials therefor judged
by the specifications, to supervise and control the construction
and repair of all main roads ordered by the commissioners'
court to be constructed, to constantly inspect and direct the repair
and maintenance of such roads, to approve or disapprove
all bills for work done, for materials furnished, or for other
indebtedness incurred by the county in the construction, repair
and maintenance of all roads, bridges and culverts.
SEC. 6. In the event the commissioners' court of McLennan
County shall consider it to the best interest of the county to do
so, it may from time to time, by a vote of any three of its members,
including the county judge or chairman thereof, employ a
consulting engineer, to advise and counsel said court, such employment
to be for such period of time and at such salary as
said court may determine. Any consulting engineer thus employed
shall be required to make to said court a report in writing
concerning all matters about which he is consulted, or his
opinion asked, and said report shall be filed and recorded in
the minutes of the court.
SEC. 7. When bonds have been issued and sold, proceeds
from which are to be used in constructing highways, bridges
and culverts, by contract or otherwise in McLennan County, or
any precinct in said county, it is hereby made the duty of at
least two members of the commissioners' court, together with
the road superintendent to visit and diligently inspect the work
of the contractor or others in charge of said construction work,
from time to time to see that specifications of the contract are
rigidly fulfilled, provided, that no commissions shall ever be
paid to the county judge or any member of the commissioners'
court for selling any bonds of McLennan County, precinct, or
defined district thereof.
SEC. 8. When bonds have been issued in McLennan County,
or in any precinct, or defined district thereof, proceeds from
the sale of which are to be used in the construction of permanent
public highways, it shall be the duty of the commissioners' court
and the road superintendent of said county to see that the roads
are constructed of durable and substantial material, fully up to
the standard of scientific road construction as laid down by
expert road builders, to the end that the people's money may
be wisely and judiciously spent, and that lasting results will be
