superintendent shall take charge of all tools, machinery and
teams placed under his control by the commissioners' court and
execute his receipt therefor, which shall be filed with the county
clerk and he shall be responsible for the safe keeping of all such
tools, machinery, implements and teams and the proper expenditure
and paying out of all money belonging to the road fund that
may come into his hands and shall be liable for the loss, injury
or distruction of any such tools, machinery, implements or teams
unless such loss occurred without his fault, and for the wrongful
or improper expenditures of any such money and upon the
expiration of his term of office, or in case of his resignation or
removal he shall deliver all such money and property to his successor
or such other person as the commissioners' court may
direct.
SEC. 8. It shall be the duty of said superintendent of public
roads and bridges to see that all of the public roads, bridges and
highways in this county are kept in good repair, and he shall
under the direction of the commissioners' court, inaugurate and
carry out a system of working, grading and draining the public
roads in Bastrop County, and he shall see that every person subject
to road duty in the county performs the work, on such roads,
to which he is liable under the law.
SEC. 9. The superintendent of public roads and bridges when
directed to do so by the commissioners' court, as soon as practicable
shall make a road map of Bastrop County and shall divide
said county into road districts of convenient size to be approved
by the said court, and define the boundaries thereof and designate
the same by number, which boundaries shall be recorded in
the road minutes of the commissioners' court; and he shall ascertain
the names of all persons subject to road duty in each district,
and keep a record thereof and report the same to the commissioners'
court.
SEC. 10. The superintendent of public roads and bridges
shall have power and it shall be his duty to call out all persons
liable to work on the public roads at any time in such numbers
as he may deem necessary to work the roads at any time and in
such numbers as he may deem necessary to work the roads in
their respective districts and he shall utilize all such labor to
the best advantage in working said roads. The call shall be
summons served in the manner and for the length of time prescribed
by law regulating the calling out of hands by overseers,
but no person shall be compelled to work outside of his road district,
and eight hours shall be deemed a reasonable day's work.
The said superintendent may appoint any person subject to road
duty in any district to summons the hands to work the roads
therein and such person shall be exempt from road service as
many days as he was actually engaged in summoning the hands,
and in case of emergency he may appoint some suitable person
to supervise any particuar work whose compensation shall be
such as may be fixed by the commissioners' court. The said
superintendent may also contract with any person subject to
road duty for the use of teams and permit such person to dis-
