428 SPECIAL LAWS.
whatever nature and wherever situated, is hereby divested out
of said Common School District and the same is hereby vested
in the Board of Trustees of said Goodlett Independent School
District.
SEC. 18. Any vacancy occurring in the board of trustees shall
be filled by the remaining members thereof by appointment for
the unexpired term, of a person qualified under this Act to
hold such office.
SEC. 19. The board of trustees shall provide a suitable seal
for said district to be used in the authentication of all bonds,
warrants, contracts, and other documents executed by authority
of said board.
SEC. 20. In all matters not provided for in this Act, the said
board of trustees of said district, and all other officers thereof,
shall be governed by the General Laws of the State of Texas,
applicable to Independent School Districts.
SEC. 21. All laws and parts of laws in conflict with the provisions
of this Act, insofar as this Act is concerned, are hereby
repealed; and should any section or provision hereof be by the
courts declared unconstitutional or invalid, such decision shall
not impair or invalidate any of the remaining sections or provisions
of this Act.
SEC. 22. The fact that the educational facilities of the territory
described in this Act are insufficient for want of sufficient
funds to maintain the public free schools therein and provide
adequate and suitable and necessary school building and equipments,
and the crowded condition of the legislative calendar,
creates an emergency and imperative public necessity, that the
constitutional rule requiring bills to be read on three several
days in ach House be suspended, and this Act shall take effect
and be in full force from and after its passage, and it is so enacted.

the House, yeas, 101, nays, 0; passed the Senate, yeas, 29, nays
0.]
