of said bonded indebtedness, at an election to be held for that
purpose; and if a majority of the taxpaying voters, voting at such
elect tion shall vote in favor of such proposition said board shall
thereby and thereafter be authorized and empowered to levy, assess
and collect in said entire district the tax now levied in said
district to pay interest on said bonded indebtedness and provide for
the payment of the same at, maturity; but such bond tax shall be, equal
and uniform in all parts of said diistrict, and if any property incorporated
in said district is charged with a, bond tax, tle bond
tax levied against such part of the district under authority hereby
granted shall be reduced' by the amount of the bond tax against
same when incorporated in said Goliad Independent School District.
SEC. 28. And, whereas, certain portions of the territory and
property heretofore part of and belonging to Common School Districts
One, Two Four and Seventeen in Goliad County are taken
and included by this Act in the Goliad Indpendent School District,
it is declared' that, it is not intended, and no part of this Act shall
be construed, to impair any valid existing contract in either of
said school districts relating to the conduct of the schools therein
for and during the scholastic' year ending Aulgust 31, 1923, or
the payment of any bonds issued by any of said' districts; and provided
further that this Act shall not be construed so as to deprive
said school districts, or either of them, of any portion of the public
free school funds due or apportined to them for the scholastic
year ending August 31, 1923.
And, provided further that, whereas, said Common School District
No. Two' has. heretofore issued bonds for building purposes in
the sum of $5,000.00, which said bonds have been sold, and to the
amount of $4200.00 are unpaid, and for the payment of which said
bonds' principal and interest, a tax has been duly levied, said
bonds are declared to be valid obligations against said district, and
in so far as the territory and property of said district is taken and
included by this Act. in the Goliad Independent School District,
said bond tax shall be annually collected by said school district No.
Two (2) as now provided by law, until said bonds are fully paid
S'EC. 29. As to all matters not provided for in this Act, the
board of trustees' created hereunder shall have and exercise, and
are hereby vested and charged with all the rights, powers and privileges
and duties conferred and imposed by the General Laws of
this State now in forte or hereafter enacted, upon the trustees of
independent districts under the General Laws of this State
SEC. 30. All laws and parts of laws in conflict herewith are
hereby released.
SEC. 31. The deplorable condition of the public free schools
within the territory comprising said Goliad, Independent School
District on account of the totally inadequate eouipmient thereof
and insufficient funds for the maintenance of said schools therein,
creates an emergency, and an imperative rubli-' necessity exists
authorizing the suspension of the constitutional rule requiring bills
to be read on three several days, and the same is hereby suspended,
