tions of this Act, be held to be void and without force or effect for
any reason whatsoever by any court of competent jurisdiction, and
having final jurisdiction thereof, then the remaining portions
of this Act shall not be thereby affected; but shall remain in full
fore and effect as though the void or unenforceable portion thereof,
if any, had not been incorporated into this Act.
SEC. 30. The fact that the time approaches for the levy, assessment
and collection of taxes in the Richland Springs Independent
School District in San Saba County, Texas, and that the tax payers
in said district desire to render their taxes for school purposes as
required by law, creates an emergency and an imperative public necessity
that the constitutional rule requiring bills to be read on three
successive days be suspended, and that this Act takes effect and be
in full force from and after its passage, and it is so ordered.

House of Representatives, yeas 104, nays 0; and passed the Senate,
yeas 28, nays 0.]
[The foregoing Act was presented to the Governor of Texas for
his approval on the 8th day of February, A. D. 1923, but was not
signed by him nor returned to the House in which it originated,
with his objections thereto, within the time prescribed by the Constitution,
and thereupon became a law without his signature.]

CREATING WEBSTER INDEPENDENT SCHOOL DISTRICT
IN HARRIS COUNTY.
H. B. No. 105.] CHAPTER 7.
An Act creating and incorporating Webster Independent School District
in Harris County. Texas, out of the territory now composing Common
School Districts Nos. 19 and 13, of said county, providing that the
title of the school property vested in said Common School Districts
Nos. 19 and 13, shall vest in said Webster Independent School District,
and that said independent school district assumed the debts of said
Common School District Nos. 19 and 13; providing for the board of
trustees of said Webster Independent School District; providing the
tiniie and manner of their election; defining their power and duties, and
declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That an independent school district be hereby created
and established in Harris County, Texas, to be known as the Webster
Independent School District, which said district shall comprise the
same territory as the Common School Districts now known as
Common School District Nos. 19 and 13 in Harris County,
Texas, as taken from the original copy of the proceedings
of the Harris County School Board and now on file in the
