TO ALL TO WHOM THESE PRESENTS SHALL COME:
Pursuant to Article IV, Section 14, of the Texas Constitution, I, Rick Perry, Governor of
Texas, do hereby disapprove of and veto House Bill No. 999 as passed by the Seventy-
Eighth Texas Legislature, Regular Session, because of the following objections:
The author of House Bill No. 999 requested that this bill be vetoed
because it conflicts with House Bill No. 1606, which requires political
candidates and officeholders to file reports electronically as part of a
major effort to strengthen the state's ethics laws. I have signed House Bill
No. 1606.
Since the Legislature by its adjournment has prevented the return of this bill, I air filing
these objections in the office of the Secretary of State and giving notice thereof by this
public proclamation according to the aforementioned constitutional provision.
