SEC. 8. Proof of publication of the constitutional notice required
in the enactment of Local and Special Laws has been
made in the manner and form provided by law.
SEC. 9. The public importance of the purposes herein contemplated
creates an emergency and an imperative public necessity
requiring the suspension of the constitutional rule requiring
bills to be read upon three several days in each House, and
the said rule is hereby suspended, and that this Act take effect
and be in force from and after its passage, and it is so enacted.

House, 102 yeas, 0 nays; passed the Senate, 27 yeas, 0 nays.]

CREATING ROAD DISTRICT NUMBER THREE IN
WILBARGER COUNTY.
S. B. No. 246.] CHAPTER 594.
An Act to create Road District Number Three (3), in Wilbarger County,
Texas, validating and approving all orders made by the commissioners'
court of said county, in respect to the organization of said district;
validating the authorization, issuance, and sale of certain road bonds
thereof and providing for their payment by the annual levy, assessment
and collection of general ad valorem taxes upon all taxable property
in said road district; approving and validating all orders of the
commissioners' court of said county in respect of said road cistrict,
bonds and taxes, or certified copies thereof, and constituting such
orders legal evidence; evidencing proof of publication of constitutional
notice required in such acts; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Road District No. 3, of Wilbarger County,
Texas, including within its limits the territory described and
defined in that certain order of the Commissioners' Court of
Wilbarger County, Texas, passed and adopted by said court on
the 24th day of December, 1923, recorded in Book 5, page 215 et
seq., minutes of the commissioners' court of said county, a certified
copy of which order is on file in the office of the State Comptroller
of Public Accounts, is hereby created and established as
a defined road district in said county, under authority of Section
52 of Article 3, of the Constitution of the State of Texas, with
like effect as though the metes and bounds description thereof
appeared herein, for the purpose of constructing, maintaining
and operating macadamized, graveled, or paved roads or turnpikes,
or in aid thereof, and such district is hereby made a body
corporate and taxing district under the Constitution and Laws
of the State of Texas.
