FIXING SALARY OF THE SUPERINTENDENT OF PUBLIC
INSTRUCTION OF WICHITA COUNTY
H. B. No. 321. ] CHAPTER 11.
An Act to fix the salary of the Superintendent of Public Instruction of
Wichita County, Texas; providing for office expenses; repealing all
laws and parts of laws in conflict herewith; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That the salary of the Superintendent of Public
Instruction of Wichita County, Texas, shall, from and after the
passage of this Act, be not less than the sum of twenty-eight
hundred dollars per annum, and not more than the sum of thirtyeight
hundred dollors per annum.
SEC. 2. In making the annual per capita apportionment to
the schools, the county school trustees of Wichita County shall
also make an annual allowance out of the State and county available
school funds for the payment of the salary of the Superintendent
of Public Instruction of Wichita County, Texas, not less
than twenty-eight hundred dollars nor more than thirty-eight
hundred dollars and office expenses in any sum not exceeding
three hundred dollars per annum for stamps, stationery, expressage
and printing incidental to and necessary in the administration
of his office and same shall be pro rated to the
schools in said county in proportion to the scholastic population
of each district or community in the county that is underthe
jurisdiction and supervision of said County Superintendent;
and the Commissioners' Court of Wichita County, Texas, may
expend out of the general fund of said county any sum not exceeding
the sum of six hundred dollars per annum to defray
the traveling expenses of said County Superintendent.
SEC. 3. The salary and expenses for stamps, stationery, expressage
and printing provided for herein shall be paid monthly
upon the order of the county school trustees; provided, that thesalary
for the month of September shall not be paid until the,
said Superintendent of Public Instruction shall have presented,
a receipt or certificate from the State Superintendent of
Public Instruction showing that he has made all reports required
of him; that the traveling expenses provided for herein
shall be paid monthly by the county treasurer on the order of
the commissioners' court as said expenses may be incurred.
SEC. 4. All laws are parts of laws heretofore enacted which
are in conflict herewith, are hereby repealed.
SEC. 5. The fact that the Superintendent of Public Instruction
of Wichita County, Texas, has twenty-five school districts
under his supervision and is required to travel over a territory
of six hundred eighty-two square miles in the performance of
his official duties, renders the present salary and expense allowances
inadequate and out of proportion to the labor and re-
