Any person violating any provision of Sections 3, 4, 5 and 6
of this Article shall be fined not less than ten nor more than
fifty dollars."
SEC. 2. Article 953, Revised Criminal Statutes, 1925, is hereby
expressly repealed.
SEC. 3. The fact that the County line between Medina and
Bandera Counties follows the middle of the original river bed
of the Medina River and, therefore, the middle of Medina Lake,
thus causing great confusion to the fishermen frequenting
Medina Lake, creates an emergency and imperative public necessity
requiring the suspension of the Constitutional Rule requiring
bills to be read on three several days and said rule is accordingly
suspended and this Act shall be in effect from and
after its passage and it is so enacted.
[NOTE.-Final action in the House on H. B. No. 480 was by
106 yeas, 0 nays; said bill passed the Senate by a viva voce vote.]

An Act to amend Chapter 2, Title 128 of the Revised Civil Statutes of the
State of Texas, adopted at the Regular Session of the 39th Legislature,
by adding thereto a new article to be known as Article 7622'A, authorizing
lands, either within or without existing water improvement districts,
to be included within a district organized for cooperation with
the United States under the Federal Reclamation Laws, for the purpose
of the construction of irrigation works or the obtaining of a water supply
therefrom, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Chapter 2, Title 128 of the Revised Civil
Statutes of the State of Texas, adopted at the regular session
of the 39th Legislature, be amended by adding thereto a new
article to be number 7622-A, to read as follows:
"Article .7622-A. Whenever a water improvement district
shall be organized under the provisions of this Chapter, for cooperation
with the United States, under the Federal Reclamation
Laws, for the purpose of the construction of irrigation
works or the obtaining of a water supply therefrom, it shall be
lawful to include within such water improvement district lands
at the same time included within the boundaries of an existing
water improvement district or other district organized for irrigation
purposes, as well as lands not embraced within any such
