The selection of Captain Joe Sheely as an
officer of the State Rangers is a deserved
compliment to a brave intelligent man.
Free competition is the best means of reg-
ulating railroads. So vast is the difference
between its effects and thole produced by leg-
islation that they scarce permit comparison.
Salmi Morse will have to go to Jerusalem
to produce his Passion Play if all the authori-
ties maintain the attitude of the New York
Legislature which body has passed a bill to
prohibit its production.
The new nickel was designed to perpetuate
the memory of the inventors and if the gild-
ing and passing of it does not cease growing
more general the penitentiary will soon be
full of living monuments to their greatness.
Conkuno has company another man has
discovered that the President's policy suits
nobody. But when Conkling learns that it is
Schurr his aristocratic nose may be turned
skyward from th; political bejgar and Pcck-
sniffian reformer of the Hayes regime.
Colonel Ricard O'Sullivan Burke who
will deliver an address at the Casino this
evening has an opportunity to disclaim for
the mass of Irish-Americans the incendiary
purposes of such men as O'Donovan Rossa
and il he can truthfully do so should hasten
to do it.
The people look to Governor Ireland for
a humane and economical management of the
penitentiaries. Should he be recreant to his
trust or prove his incapacity for grasping
such a subject he may never hope for fur'her
honors from even such a queer conglomera-
tion of crime and stupidity as the Democratic
party of Texas.
Congressional Record is applied to the
alleged volume of reports of the proceedings
jf Congress is a miinomer. The name should
be Congressional Fraud. The volume is gen-
erally nothing but a compilation of dull
speeches of enormous length not a syllable of
which was ever uttered in Congress and of
short speeches from which all that was
worthy of perpetuation had been eliminated to
prevent Congressional constituencies fiom en-
tertaining a bad opinion of their representa-
tives. The Record needs reforming.
The Civil Service Reform commissioners
announce that they will discriminate against
women. In so doing they overstep their
authority. The civil service law does not so
discriminate and they were appointed to carry
out that l.w not to amend it or to abolish any
of its provisions. Furthermore il they can
discriminate against persons on account of sex
they can do so on account of color nationality
or anything else and they have given us no as-
surance that they will not. The very first action
of the commission is an inexcusable blunder.
What will became of the 3000 children
thrown out ol emplyment by the enforce-
ment of the Indiana law prohibiting the em-
ployment of persons under 14 years of age?
is the question which presents itself in In-
diana It would seem that a government
which makes use of Us power to take away
employment when It does so should take ad
vantage of its privilige to provide a living lor
the persons so deprived. Perhaps this thought
has not occurred to the Indiana statesmen.
A Conclusion at which medical authorities
have unanimously arrived is that sswers
should not be ventilated by street gratings
but only by pipes reaching above the houses
so that the gases may mingle with the lighter
strata of the atmosphere. As to this as to all
other original propositions the only wonder
we xclaim is that It was not made long ago.
The simplicity of the means suggested to pre
vent gases from mingling with the atmosphere
we breathe is as patent as the injurious effects
of the present sewerage system. The only
objection which may be reasonably urged Is
that the piping will be unsightly but that may
be oyercome by comparison with the numer-
ous telegraph and telephone poles to be found
in every large city.
The result of the Siftings investigation can
only be conjectured but it will probably be
the whitewashing of everybody concerned.
Such investigations are seldom productive of
any benefit and there stems no reason for be-
lief that th's one will prove an exception to
the rule. In the first place the charges pre-
ferred by Siftings were vague and failed to
identify the members of the Legislature it
would have us believe it intended to brand as
corrupt for having accepted bribes of the pen-
itentiary lessees; and in the second even if
the Legislature ascertained the names of its
members to whom Sidings referred its mission
would then have ended and unless the mem
bers identified elected to institute legal pro
ceedings the blame for whatever wrong
done would not be attached with certainty.
The capacity of the ordinary young lady
for ice cream is alarming not alone to the im
pecunious young man who may for the nonce
be a victim to her blandishments but also to
the impartial observationlst taught in his
childhood to consider temperance a virtue
and to abhor aught that partakes of gluttony.
But where moderation ends and intemperance
begins is a problem difficult of solution. Phy-
sicians who have been approached on the sub
ject declare that "one may eat ice-cream till
satisfied and if longer will have colic or
some similar illness" but none ventures an
opinion as to the quantity one may eat with
impunity. This of course Is regulated by
individual abilities. But the guardians of our
health should establish for us a standard in
order that we may not be compelled to suffer
all the torture attendant on apprehension that
some angelic creature fair to us as an Houri
will sicken and die a martyr to a desire to
keep pace with others of her sex in assisting
to replenish the depleted exchequer of a
church or a Sunday school or other society.
It is at social gatherings of church members
for charitable purpose that the ice-cream
fanatic exhibits her abilities. Elsewhere she
would toy with a saucer of cream for half an
hour affect an indifferance as to whether she
ever ate anything or not and lead us to believe
that her mind was occupied by things less
ea'thly ; but here her desire to distance all
competitors becomes a mania she cleans out
saucer after saucer as fast as brought
So intent is she on her labor for labor it
becomes that she seldom speaks when cream
is before her but reserves her fascinating
powers of speech for the hapless youth she
knows will soon appear to lake the place of
the one then undrr her sway. We protest
against this sacrifice and appeal to the clergy
to denounce it from the pulpit. Wc call on
Parson Young particularly whose church has
furnished most of the "ice cream socials" of
the season and trust that he will not refuse to
grant our request. At one of the assemblages
of Parson Young's congregation two vera-
cious reporters inform us a young lady had
eaten nine large plates of ice cream and was
beginning on the tenth when they horrified
quitted the scene. My how they must havs
suffered when the crowd had dispersed and
the fun was all over!
