KlltnrSan Ant. nlo tWht.
Now that ninny of tlin property oivn-
crx or Snn Antonio lmve coiivrnetl nntl
unanimously endorsed tlio action of tlio
City Council on tlie sewerage question
with tin- election day nenrnt liandulien
the property owners will hnvo to' vote
yes or no on this nil Important question
n few words on this subject would not
he out of place nt this time. It must he
npparent to every one whether he he n
landlord proprietor or n transient resi-
dent that this booming city of Snn An-
tonio has made rapid strides from u vil-
lage to a populous city. Then It is
palpable that the simple requirements
of u village are no longer betlttlng n
crowded city. Our cty has Increased
i that extent that something must be
done to remove the llltli that accumu-
lates In the centre of the city and which
Is very natural; the people wish to do
the cheapest yet at the same time the
most substantial and permanent way it
can bo done. Many plans have been
suggested but the plans presented by
Jlnjor Humphries seem to be the most
practtcahlennd no doubt the most suita-
ble for San Antonio. About the empty
ing the tilth Into the river below the
city that Is n matter that can soon be
altered Into n paying concern whenever
wo can get some expert to take hold of
IJ and utilize It on the land.
Now Is the time. Another opportunity
may not present Itself under favorable
auspices nnd by issuing bonds nt :10
years It Is clear that few of tho present
generation will havo them to pay; and
wo can surely pay the Interest on them
for the bcnellt of hnvlng a cloatr city.
And when we tako Into consideration
the Inllux of capital nnd imirilgratlon
that will follow this scheme It will re-
deem our tax to a mere trlllc. Our city
Is booming nnd prosperous; Industrious
nnd energetic men havo enough and to
Bparc. On the other hund what will our
savings serve us If an epidemic breaks
loose among ns? Perhaps we may havo
time to rellect when It is too late and
our little ones ono by one taken to their
last resting: place. I'or once don't let us
ho "penny wise and pound foolish."
"San Antonio to-day" has reached a
point sho can't stand still; wo must
"progress or retrograde." And to pro-
gress (on tho Franklin plan) a strong
pull and a pull together; and we have It.
Then we can make our overgrown city
a comfortable home to llvo In. Did I
say overgrown? "Yes." Sho has over-
grown tho requisites necessary for n city
of X)000 Inhabitants. 1. Have wo got a
single street that Is passable In wet
weather? 2. Our sldowalks t'.ko Com-
merce street for example a lot of "dead
falls" scarce two blocks of tho same
height. Outside of Commerce street
there have been put down a number of
tolerable good walks. Yes you etrlko
one nnd all goes well till you run
against a non-compllent mossbaok that
has failed to put down his walk.
Then you have but ono alternative and
Hint Is to wade anklo deep in mud and
wateruntllyott reach the next one. Next
you reacli u cross street and here
again the city has failed to put down
crossings. Down again Into the mud.
Of what use can It be to lay one side-
walk and not another unless it be to
remind us of the tips and downs of life.
Next we are entirely conllned to the
scavenger carts to carry oil' the llltli
from the city. To place enough carts on
the streets to keep the city clean would
be too costly so the only chance left us
Is to vote for the sewerage. Now Is a
good time to put It down. From the
stoppage of work on the railways there
Is plenty of laboring men to do the
digging. Let us have eoweragc our
streets and plazas Improved and then
you would lienr the San Antonio river
buzzing with water wheels and the city
alive with a busy and manufacturing
people.
l ay no nuemion 10 inose crouKers
thnt are continually crying that San
Antonio Is at Its height. JJelleve me
these are our enemies. Tho people of
&an intomo nave t no goiucn irttii Hang-
ing over their heads if they will but rise
up and pluck It. Who can deny It ?
Wo have the raw material at our doors
and tho water power to manufacture It.
Thelilan of J. it. Bolton Is a good one
and ougnt to ue encouraged witn even
greater inducements ottered to matin-
tacturent. I could c.nrrv in v subfect to n
your proclivity for brevity I will con-
clude by giving you a jew extracts
from Colonel A. K. Owen on the
sewerage question. He says: "Traveling

raged to an alarming extent. Well 1
don't know whether It was yellow tonto
or malaria fever; the knowing ones call it
each and nil of these names. It Is cer-
tain however that the epldemlo was
Introduced. The cause of ltttnklng such
Berious hold of the towns was owing to
defective sewerage. This la tlio result of
eess pooi anu oi turowing kitoue;i
refuse and other garbage anywhere and
everywhere and of turning all drainage
Into the harbor. No greater crime Is
practiced by the moderns than tho toler-
ation of cesspools water closets slop

basins such as creeks rivers havs and

garbage pits gutters for kitchen
slops nntl drainage Into tiny chan-
nel that run down hill and hence
Uiiaytuas became In truth n "black hole
of talatitha." How this last does Illus
trate san Antonio In our present state
and particularly so If nnother dry season
like the past should visit us.
At I'ullmaii Illinois there Is sctentlllo
drainage In use; sewers aro built to
empty into a sunken tank from which
the sewerage Is pumped through n '.11
Inch main to a farm thrco miles Way
The system cost $TO0OO. The farm yields
a prollt of $85(10 a year. Now San An-
tonio like many other cities both In
Europe and America tire literally lvlng
down In their own tilth and before long
many of said cities will be nsklng the
question whether It will he best to move
their city or move the oll'al. I wns going
to delineate the plan of Colonel Owen
how a city should bo laid out and kept.
His plans are endorsed by Major General
Wright Chief of the United States
Bureau of Engineers. I have carried my
article to a greater length than I In-
tended therefore I will leave that for
another occasion. Again I entreat the
people of San Antonio to consider well
this all important subject our sewerage.
miiis is me nrsi move in ine ngnt direc-
tion. Let us who have the sacred soil of
the Alamo In trust show that wo are not
unworthy of that trust let us bo true to
ourselves and Improve that inheritance
bequeathed to us by the blood of Travis
and Crockett. Itetuember the Immortal
words of Travis "I shall never surren-
