appreciates the situation of the city as

relation to the mechanics and laboring
men. Nothing can be said against his
Democracy or his honesty; and he did
not have to resort to the questionable
practice of forming a combination with
his political enemies In order to become
ii candidate. He Is genuine and he Is
not of the mossbaok order in the least
because he comes from the people and Is
of the people.
The Corpus Christ! Caller believes In
the future greatness of deep water at
Aransas l'ats and the wisdom of the
Government plans and Issues the fol
lowing Invitation: "The Caller extends
an Invitation to the representative of
papers who doubt the success of the

ambition in tho passage yesterday by
the House of his Inter-State Commerce
bill. It Is nlmed ut the railroads par

way to regulate freight rates and pre-
vent the growing system of discrimina-

points. Whether the Senate will allow
It to pats Is somewhat of n question but
the chances nre that they will refuse to

Idly developing portions of the country
Is a question of gravo Import that affects
tho country Itself. Texas owes more
of her greatness and wealth to the rail-
roads than to any other agency. It Is a
question If such a law will not have the

the development or the country with-
out at the samo time accomplishing the
object desired and looks like a scheme

ways liiuirecuy.
The Hepubllcans of San Antonio are
In a very peculiar position ns regards
tho city election. With votes enough
by united work to carry two wards and
almost a straight ticket they aro lett
the choice of making the best selection
from threo candidates who are Demo-
crats. Captain Merrltt Is tho nominee
of the Committee of One Hundred but
no one will claim for a moment that he
Is In any manner tinctured with ltepub-
llcnnlsm. John II. Copeland is the nom
inee of a remnant of the Worklngmen's
convention and Bryan Callaghan Is the
nominee of the Democratic convention
which was made up of more than 300
delegates. These facts show which of
these candidates Is the choice of the
people. Mr. Callaghan Is a young vig-
orous earnest man whoso political and
private rocord Is clean who la a warm
friend of tho laboring people and whose
platform Is that of progress and advance-
ment nnd the future building up of the
city. Ills past olllclal life has been hon-
est and upright nnd out of the usual
run of things his popularity grew from
the beginning until now hu Is the most
popular man before the people ills
platform Is a good ono nnd a broad one
and It Is based on the words of tho fol-
lowing resolution:
"Itcsolved That the vital Interest of
the city imperatively require that the
polloy of the Incoming city administra-
tion be a prudent anil progressive one
and therefore we demand that there
shall be Inaugurated and completed a
thorough system of drainage for the
city and macadamizing or paving of
streets and plazas the laying of side-
walks and crossings. That as soon as It
can possibly be done we ore In favor of
acquisition by the city of a complete
system of water works by purchase or
otherwise. That all the Improvements
as far as practicable shall be made by
the city itself under proper supervision
of competent persons and by the labor
of our own people. That we favor the
Issuance and sale of the necessary
amount of bonds within the limits pre-
scribed by the charter as It may be
amended to raise the funds to carry out
these measures."
