conversation with ex-Mayor French re
lative to tho dispute In connection with
the lease of the French building the
matter which earned such heated re-
marks to he made between that gentle-
man and MayorCalltghan In the Council
yesterday afternoon. F.x-Mayor French
slated that tha lease for the French
building was made In May 1S77 and It
was rented at $100 per month. In the
following .May one year from that tho
rear of the building was vacated and
the front rooms were taken at $H0 per
month rental and that was tho lease
under which tho city held the premises
from year lo year. John C. French
claims that the City Council rented It by
the year and occupied It from year to
year and that therefore tho city hml no

special cominllteo was appointed llrst on
tho resolution of Alderman Hamhlnton
the duty nf which was to ascertain If
more suitable accommodation could not
bo secured for the city. That committee
made a report recommending that the

proposition that there was no valid lease
existing for the present building. To
use ex-Mayor French's own words ho

had been executed and did not know
whether It was valid. I wanted

mittee was adopted after an amendment
was made by mo that Instead of two

the City Clerk nnd asked for the original
resolution saying I believed It had been
referred to the regular committee.
I never wont there and made no Inquiry
until after the passage of the llamble-
ton resolution and then I went tin the
next morning to read the report or the
committee and was told by the clerk
that the Mayor had taken the papers
and gono away with them. That was
on Tuesday morning after the meeting
or the Council. I went hack the next
day Wednesday and I then Intimated
to the Mayor tho fact of the existence
of the lease so that he knew of the ex
istence or mat lease at least a week be-
fore Mr. Kampmann proponed to change
his building for the mo of the city. 1
saw the Mayor and talked to him about
the lease and made tho clerk produce It;
and I said "Why not ask tho City At-
torney and ask his onlnlon on tha sub
ject'' and I left them thero together

.Mayor had referred the matter to
hlin and he said "No." On the
main question lrclt that I might
be disqualified from voting but on mat-
ters simply to postpone I did not think
so. J. II. French it Co. have been the
agents of Mr. French only two years
and have never had any other Interest
except to collect all Ids rents. I was
not the agent at the time the building
was rented. 1 cannot get at the gist of
the thing; the Mayor attempted to
throw blame on me and Insinuated 1 was
acting as the agent of Mr. French and
yet complains that I did not prevent
them trom putting their root In tho way
they have 1 can't see tho point. Tho
remarks were altogether uncalled for tor
it was a mere matter or form to present
the bill before the suit could be Insti-
tuted and It ls a tnero legal question
whether that lease holds good
or not. The. City Attorney has been en-
tirely Ignored In the whole subject. We
knew the bill would be rclectcd and the
Mayor took that opportunity to go to
nuiKiinu iiinno euiuo very strong insin-
uations against mo that were uncalled
for. The whole allalr was done In too
great la hurry they could not wait a
week longer but they rushed it through
for fear the records would burn up after
they had been there eight years. Re-
garding the existence of u lease they ap-
pointed a committee to Investigate nnd
uiey suouiii nave uone so tiiey certainly
asked mo nothing.
