DELINQUENT TAX CONTRACTS.
S. B. No. 57.] CHAPTER 8.
An Act limiting the power of the Commissioners' Court in making contracts
in connection with the collection of delinquent taxes; limiting
the amount that can be paid under said contract; and declaring an
emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. No contract shall be made or entered into by
the Commissioners' Court in connection with the collection of
delinquent taxes where the compensation under such contract is
more than fifteen per cent of the amount collected. Said contract
must be approved by both the Comptroller and the Attorney
General of the State of Texas, both as to substance and
form. Provided however the County or District Attorney shall
not receive any compensation for any services he may render in
connection with the performance of the contract or the taxes
collected thereunder.
SEC. 2. Any contract made in violation of this Act shall be
void.
SEC. 3. The fact that contracts have been made by Commissioners'
Courts under which persons are paid large percentages
of delinquent taxes collected, and the further fact that this practice
should be stopped, creates an emergency and an imperative
public necessity that the constitutional rule requiring bills to
be read on three several days in each House be, and the same is
hereby suspended, and that this Act shall take effect and be in
force from and after its passage, and it is so enacted.

Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Section 6 of Chapter 45, Acts of the 41st
Legislature, First Called Session, be amended so that hereafter
it shall read as follows:
