120 GENERAL AND SPECIAL LAWS.
12 to 29, 41 to 45, 56 to 60, all inclusive, in the denomination
of One Thousand Dollars ($1,000.00) each, bearing interest at
the rate of five and one-half per cent (512) per annum aggregating
Twenty-eight Thousand Dollars ($28,000.00) being a
part of the issue of Road District No. 1, bonds dated October
10, 1913 and being payable forty (40) years from their date.
The Commissioners Court of Jackson County, Texas, is further
hereby authorized and required to annually levy a sufficient ad
valorem tax upon that portion of the above described Road
District No. 7 formerly embraced in Road District No. 3 in
said county with which to pay its respective part of the interest
and principal as it matures on the following outstanding
bonds against said Road District No. 3: Bonds Nos. 27 to 34,
inclusive, in the denomination of Five Hundred Dollars
($500.00) each, bearing interest at the rate of five and one-half
per cent (51 ) per annum aggregating Four Thousand Dollars
($4,000.00) being a part of the issue of Road District No. 3,
bonds dated January 10, 1929; bonds Nos. 27 and 28, being
payable April 10, 1936, Nos. 29 to 32, inclusive, being payable
April 10, 1937 and Nos. 33 to 34, inclusive, being payable April
10, 1938. Said tax shall be assessed and collected in the same
manner in which it is now assessed and collected, and applied
by the Commissioners Court to the purposes for which it was
levied. And in like manner the Commissioners Court of said
County is hereby authorized and required to continue levying a
sufficient ad valorem tax against any portion of said Road District
No. 7 hereby created that may be necessary to pay off
and retire its portion of any and all other bonds, if any there
be, which are outstanding and a charge upon any portion of
said District No. 7.
"Section 4c. The Commissioners Court of Jackson County,
Texas, is hereby authorized and empowered to proceed in the
issuance of bonds by Road District No. 7, herein created, just
as is provided by General Laws for the issuance of Road District
bonds in ordinary Road Districts, and just as though
there were no former Road Districts covering the same territory
embraced within the bounds of Road District No. 7 herein
created, save and except the indebtedness for the purposes
mentioned in Section 52, Article -3 of the State Constitution,
shall never exceed twenty-five per cent (25%) of the real estate
values in any part of said District, and it shall not be necessary
for Road District No. 7 herein created to vote and issue bonds
to compensate the two (2) Road 'Districts, portions of which
are embraced within the territory of Road District No. 7, but
said indebtedness shall be and remain an indebtedness against
the territory formerly embraced in Road Districts Nos. 1 and 3
respectively."
SEC. 2. The fact that the territory embraced in Road District
No. 7, herein created, is in urgent need of new roads, and
the public importance of the purposes herein contemplated
creates an emergency and an imperative public necessity requir-
