30 GENERAL AND SPECIAL LAWS.
rectification, remain within the territorial limits of the United
States so far that all process, civil or criminal, issuing under
the authority of this State or any of the courts or judicial officers
thereof, may be executed, by the proper officers of the
State, upon any person amenable to the same, within the limits
of the land so ceded, in like manner and with like effect as if
this cession had not taken place. It is provided further that
nothing in this Act contained shall be construed to be a cession
or relinquishment of any rights which the State of Texas or
citizens or property owners therein may hold or possess in the
waters of the Rio Grande, and in the use thereof, and in the
access thereto.
SEC. 2. The fact that the rectification of the channel of the
Rio Grande, which is to be effected at the cost of the United
States, will, for all time, remove the danger of destructive
floods and will be the means of safeguarding the value of both
public and private property in the City of El Paso and in El
Paso and Hudspeth Counties; and the fact that a repetition of
such floods as have occurred in the past is an imminent and
ever present menace to public and private property, constitutes
an emergency and an imperative public necessity, demanding
the suspension of the Constitutional Rule requiring bills to be
read on three several days in each House, and that the same is
hereby suspended, and that this Act shall take effect and be in
full force from and after its passage, and it is so enacted.

by a vote of 29 yeas, 0 nays; passed the House, September 20,
1934, by a vote of 111 yeas, 4 nays.]
