tofore entered into by such Navigation Districts in this State
with the Federal Emergency Administrator of Public Works, or
any department, bureau or agency of the Government of the
United States for the purpose of borrowing money from, or
selling their bonds to, the United States of America or any department,
bureau or agency thereof, are hereby ratified, legalized,
approved and validated."
SEc. 2-a. Nothing in this Act shall be construed as amending
Chapter 111 of the 1st Called Session of the 43rd Legislature,
and does not in any way repeal nor change any of the
provisions of said Act.
SEC. 3. The fact that there are various navigation districts
operating under the provisions of said Chapter 27 of the Acts
of the 42nd Legislature passed at its 3rd Called Session, which
desire to enter into contracts for grants and loans from the
Federal Emergency Administrator of Public Works and other
Federal Agencies, and others of such districts which have entered
into such contracts, and the further fact that there is
some uncertainty with respect to the legal status of such contracts
for grants and loans, and the rights and powers of such
districts to make such contracts as are prescribed by, and to
comply with the regulations and requirements of the Federal
Emergency Administrator of Public Works, or other Federal
Agencies, which may serve to prevent the construction of important
public works of such districts and the putting to work
of many men now out of employment, with consequent injury
to such districts and the State, create an emergency and an
imperative public necessity requiring that the Constitutional
Rule which requires bills to be read on three several days be
suspended, and such Rule is hereby suspended and this Act
shall take effect from and after its passage, and it is so enacted.

by a vote of 116 yeas, 3 nays; passed the Senate, February 22,
1934, by a vote of 27 yeas, 2 nays.]
