sion until provided for by the next Session of the Legislature,
such salaries to be reasonable and not to exceed salaries now
being paid for similar service.
SEC. 24. The fact that the present laws for the prevention of
waste of the natural resources of Texas are inadequate to protect
not only the State but the land owners and royalty owners,
as well as the producers of oil and gas, and that the State of
Texas, in its endeavor to prevent waste of such natural resources,
is being hindered by suits questioning its powers and duties
with respect to such matters, create an emergency and an imperative
public necessity that the Constitutional Rule which requires
bills to be read on three several days to be suspended and
it is hereby suspended, and that this Act shall take effect and
be in force from and after its passage, and it is hereby so enacted.

SCHOOL DISTRICTS.
S. B. No. 47.] CHAPTER 27.
An Act amending Article 2832, Revised Civil Statutes of Texas, 1925, as
amended by Senate Bill No. 563 approved May 29th, 1931, and repealing
all laws and parts of laws in conflict herewith, and declaring an
emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Article 2832, Revised Civil Statutes of
Texas, 1925, as amended by Senate Bill No. 563, page 854, approved
May 29th, 1931, be amended so as to read as follows:
"Article 2832. In any Independent District of more than 150
scholastics, whether it be a city which has assumed control of
the schools within its limits or a corporation for school purposes
only, and whether organized under general law or created
by special act, the treasurer of the school fund shall be that
person or corporation who offers satisfactory bond and the best
bid of interest on the average daily balances for the privilege of
acting as such treasurer. The treasurer when thus selected shall
serve for a term of two years and until his successor shall have
been duly selected and qualified, and he shall be required to
give bond in an amount equal to the estimated amount of the
total receipts coming annually into his hands, when such bond
is a personal bond; provided, that when a bond is executed by
