The stone was funded by sponsor donations to benefit the park and be a permanent and meaningful way to honor loved ones and show support for the Police and Fire Departments. The inscripted stone shows an Arlington police badge, the honorees name (Chaplain Harold Elliott) and police badge number. Heroes' Park is a tribute to the City of Arlington's Police and Fire Departments, and will also commemorate those fallen in the line of duty.
