of such Districts heretofore voted may be refunded or re-issued
without an election and such refunding or re-issued bonds may
be secured as in this section provided.
SEC. 8. In the event any provision of this Act shall be in
conflict with any other law the provisions of this Act shall be
effective.
SEC. 9. The importance of this legislation and the near approach
of adjournment creates an emergency and an imperative
public necessity that the Constitutional Rule requiring bills to
be read on three several days in each House be suspended, and
it is hereby suspended, and that.this Act be effective immediately
from and after its passage and it is so enacted.

a vote of 30 yeas, 0 nays; passed the House, October 22, 1937, by
a vote of 116 yeas, 0 nays.]

COMPENSATION OF COUNTY COMMISSIONERS IN
CERTAIN COUNTIES.
S. B. No. 28.] CHAPTER 13.
An Act to amend paragraph (4) of Article 2350, Title 44, of the Revised
Civil Statutes of the State of Texas, 1925, as added by the Acts of
1937, 45th Legislature, House Bill No. 765, this Act shall not apply
to counties having a population of seven thousand, six hundred eighty
(7,680) or less, according to the last Federal Census, and declaring an
emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That paragraph (4) of Article 2350, Title 44,
of the Revised Civil Statutes of the State of Texas, 1925, as
added by the Acts of 1937, 45th Legislature, House Bill No. 765,
enacted at the Regular Session of said 45th Legislature, be so
amended as to hereafter read as follows:
In all counties in this State having a population of not less
than ten thousand, three hundred seventy (10,370) and not more
than ten thousand, four hundred seventy-five (10,475) according
to the last preceding Federal Census, County Commissioners shall
receive an annual salary of One Thousand, Two Hundred Dollars
($1,200.00), payable in twelve (12) equal monthly installments
out of such funds belonging to such counties as is now
provided by law; in all counties having a population of not less
than nine thousand, seven hundred fifteen (9,715) and not more
than ten thousand and sixty (10,060) according to the last preceding
Federal Census, County Commissioners shall receive an
annual salary of Nine Hundred Dollars ($900.00), payable in
