members to be a member, in good standing, of organized labor.
Said members shall serve for a period of two (2) years from
their appointment, without compensation, and until their successors
are appointed and accept such appointment. Vacancies
on such Board shall be filled in the same manner as the original
appointments, and by the same agencies.
All members of such Board of County Development shall be
qualified tax paying voters of the county in which they are
appointed to serve.
SEC. 4. The fact that such counties now have no legal authority
to levy a tax for the purposes specified in this Act, and that
such purposes are necessary and essential to the growth and
development of such counties, creates an emergency and an imperative
public necessity demanding the suspension of the Constitutional
Rule requiring all bills to be read on three several
days in each House, and said Rule is hereby suspended, and that
this Act shall take effect from and after its passage, and it is so
enacted.

by a vote of 28 yeas, 0 nays; passed the House, October 2, 1935,
by a vote of 108 yeas, 2 nays.]

OF MANUFACTURING AND SELLING DENATURED
ALCOHOL AND ITS BY-PRODUCTS.
S. B. No. 15.] CHAPTER 371.
An Act amending Subdivision 18 of Article 1302, Revised Civil Statutes
of Texas of 1925; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Subdivision 18 of Article 1302, Revised
Civil Statutes of Texas of 1925, be and the same is hereby
amended so as to hereafter read as follows:
"18. To manufacture and sell denatured alcohol and its byproducts."
SEC. 2. The fact that the people have recently adopted an
amendment to the Constitution of Texas legalizing the manufacture,
sale and transportation of alcoholic liquors, and the further
fact that existing law does not authorize the formation of corporations
for the purpose of manufacturing and selling denatured
and industrial alcohol and its by-products without at the
same time placing limitations upon such corporations that have
resulted in preventing the establishment of many industries in
