FORTY-FOURTH LEGISLATURE-FIRST CALLED SESSION. 1597
said county from the payment of State taxes, and it now appears
that the only way in which the State can aid such counties is by
donating or appropriating State taxes collected in such counties;
and
WHEREAS, The people of the State at large have a direct and
vital interest in protecting the lives and property of said districts
from the perils of such reoccurring calamities and although
an appropriation of State taxes to these particular districts will
be of special benefit to the particular districts, the same will also
be beneficial in promoting the general welfare and prosperity of
the State at large; and
WHEREAS, The district composed of Wharton County, and
the district composed of Commissioners Precincts Numbers 1, 2,
and 4 of Matagorda County, respectively, still have outstanding
and unpaid bonds in the foregoing issues, which were voted and
issued in good faith by the qualified voters of said districts
relying upon the aid to be granted to them by the provisions of
Chapter 48, Acts Second Called Session, Thirty-eighth Legislature;
and
WHEREAS, Section 8 of Article XI of the Constitution of
Texas especially authorized the Legislature of the State of Texas
to grant aid to counties and cities of the Gulf Coast in the construction
of improvements for the protection of said territory
from calamitous overflows and the ravages of the sea; and
WHEREAS, Matagorda County is situated on the Gulf Coast
and the improvements that have been made, or that will be made
from the proceeds derived from the issue of said bonds will not
only aid said Gulf Coast country but will directly aid and benefit
Wharton County; now, therefore
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That for the remainder of the period of time for
which the inhabitants of and property in Wharton County and
that portion of Matagorda County embraced in Commissioners
Precincts Numbers 1, 2, and 4 were released from the payment
of State ad valorem taxes levied for general revenue purposes
by Chapter 48, Acts Second Called Session, Thirty-eighth Legislature,
there be and hereby are donated and granted by the State
of Texas to Wharton County comprising one district and that'
portion of Matagorda County embraced in Commissioners Precincts
Numbers 1, 2, and 4, comprising another district, the net
amount of all State ad valorem taxes levied and collected for
State general purposes on all property, both real and personal,
including the rolling stock belonging to railroad companies which
shall be ascertained and apportioned as now provided by law, in
said Wharton County and that part of Matagorda County embraced
in Commissioners Precincts Number 1, 2, and 4.
SEC. 2. The moneys herein and hereby granted, donated, and
appropriated to Wharton County and that part of Matagorda
County embraced in Commissioners Precincts Numbers 1, 2, and
