Gentlemen and Mesdames:
We have examined the financial statement of the TEACHERS STATE
ASSOCIATION OF TEXAS - AUSTIN, TEXAS, for the fiscal year ended
August 31, 19(54. Our examination was made in accordance with generally
accepted auditing standards and accordingly included such tests of the acocunting
records and such other auditing procedures as we considered necessary in the
circumstances.
The balance sheet and the related statements of traces of cash were
prepared on a cash receipts and disbursement basis and, therefore do not purport
to show financial condition and results of operation as they would have
appeared had generally accepted accrual basis accounting principles been
applied in their preparation.
In our opinion, the data set forth in the accompanying balance sheet and
related traces of cash summarize the results of operation for the fiscal year
ended August 31, 1964 on a basis consistent with that of the preceding year.

Yonkers Teacher
In Legal Action*
Both the NEA and the New York
State Teachers Association have act-
ed this month in support of a Yonk-
ers, New York, non-tenure teacher
who claims that the rules of proced-
ure of her school system and the
requirements of a state law were
violated or ignored when she was
dismissed. The teacher, Andrea Pin-
to, further asserts that the way she
was dismissed caused her reputation
as a teacher to be unjustly impaired.
A New York state court ruled
against Mrs. Pinto in June. She then
appealed to the Appellate Division
of the New York Supreme Court.
This month NEA and NYSTA filed
amicus curiae briefs in that court,
asserting that the judgment of the
lower court should be reversed. The
case was argued in court on October
20.
Law at Issue
At issue in the case is the applica-
tion of Article 16 of the New York
General Municipal Law, which has
never been tested in the courts be-
fore. This article provides for a fair
and full hearing before a public em-
ployee may be dismissed. Mrs. Pinto
asserts that she was never given such
a hearing.
Mrs. Pinto's suit is filed against
the Yonkers superintendent of
schools, against the president of the
Yonkers school board, and against
the board itself.
Broad Impact
The decision of NEA to file a
brief in support of Mrs. Pinto re-
flects "a careful analysis of the issues
in this lawsuit and full consideration
of the far-reaching impact their dis-
