Barnes, Speaker of the House of
Representatives, has publicly stated
his support for a $1.60 per hour
minimum wage for state employees;
and
Whereas, It is necessary for the
House of Representatives to determine
how many state employees are pre-
sently being paid below the poverty
level, in order to have the facts neces-
sary to bring the salaries and wages
of all state employees in line with
the new federal minimum wage law;
now, therefore, be it
Resolved by the House of Repre-
sentatives of the State of Texas, That
the Speaker be and is hereby in-
structed to appoint a committee of
five members of the House to deter-
mine how many state employees are
presently being paid below the poverty
level, and to determine any other facts
necessary to enable the Legislature
to make proper adjustments in the
salaries of state employees; and, be
it further
Resolved, That the committee be
and is hereby instructed to report its
findings to the House within thirty
days.

to inform the House that the Senate
has passed the following:

Princess Irene of Greece.

ON SECOND READING
Mr. Heatly moved that all neces-sary rules be suspended to take up
and have placed on its second read-
ing and passage to engrossment, H. B.
No. 87.
The motion prevailed.
The Speaker laid before the House
on its second reading and passage to
engrossment,
H. B. No. 87, A bill to be entitled
An Act making supplemental ap-
propriations to the Water Develop-
ment Board, to the Coordinating
Board, Texas College and University
System, and to the Attorney General's
Office; repealing laws in conflict; and
declaring an emergency.
The bill was read second time.
Mr. Heatly offered the following
amendment to the bill:
Amend H. B. 87 by inserting a new
section after Section 3 and renumber
the subsequent sections, said new sec-
tions to read as follows:
"Sec. 4. In addition to the monies
appropriated in Section 6 of Senate
Bill No. 166, Chapter 443, Acts of
the 59th Legislature, 1965, Five Mil-
lion, Five Hundred Thousand Dollars
($5,500,000) is hereby appropriated
from the General Revenue Fund to
the Texas Tourist Development
Agency. The additional monies ap-
propriated in this Act and any un-
expended balance in the appropriation
of Chapter 443, Acts of the 59th Legis-
lature, 1965, shall be used in accor-
dance with the provisions of Chapter
443, Acts of the 59th Legislature,
1965."
Mr. Haynes of Orange raised a
point of order on further considera-
tion of the amendment offered by
Mr. Heatly on the ground that it is
not germane to the bill.
The Speaker overruled the point of
order.
Mr. Parker offered the following
amendment to the amendment offered
by Mr. Heatly:
Amend the Heatly Amendment to
House Bill No. 87 by striking the
words and figures Five Million Five
Hundred Thousand Dollars ($5,500,-
000) and substituting, therefor, the
words and figures Four Million Seven150
