REASONS FOR VOTE
February 15, 1967
I voted no on the motion by Rep.
Bill Bass concerning the state em-
ployees' pay because I believe that
that action at that time would jeo-
pardize the raise planned later and
would likely end up hurting the best
interests of the state employees. The
Speaker has told me he is working to
get the state employees a meaningful
pay raise as quickly as possible.

REASONS FOR VOTE
We voted no on the motion by Bass
concerning the State Employee pay
raise, because we felt that the Legis-
lature should know before an emer-
gency raise is granted that the money
would be available to continue it on
September 1.
Speaker Barnes committed himself
to us to help pass a State Employee
pay raise prior to September 1 as soon
as the General Appropriation Bill is
passed, and as soon as we can know
that an emergency raise would not
reduce the raise to be included in the
Appropriation Bill effective Septem-

RELATING TO AN INTERIM
COMMITTEE TO STUDY THE
TEXAS LEGISLATURE
Mr. Wayne offered the following
resolution:
H. C. R. No. 28
Whereas, The legislative branch of
state government is the basic policy-
making branch of government most
responsive to the citizens of the State;
andWhereas, The Legislature of the
State of Texas is responsible for the
laws of the State governing the con-
duct and activities of the citizens of
Texas and the management of state
and local governmental affairs; and
Whereas, The increasing complexi-
ties of a modern society have placed
a multitude of problems and decisions
and a tremendous workload upon the
Texas Legislature to meet its respon-
sibilities; and
Whereas, This Legislature recog-
nizes the need for evaluation of its
administration, procedures, facilities,
staffing, and overall ability under pre-
sent circumstances to assume its full
share of responsibility; and
Whereas, National organizations
and foundations headed by outstand-
ing citizens from all walks of life
have been formed to encourage and
assist in this endeavor, and other
long-established national organiza-
tions have made the improvement of
legislatures one of their major ob-
jectives, indicating that long-needed
improvements will be forthcoming on
a national scale; and
Whereas, The Legislature of Texas
feels that a major review and study
of the entire legislative branch of
government and all of its functions
and activities should be undertaken;
now, therefore, be it
Resolved, by the House of Repre-
sentatives of the State of Texas, the
Senate concurring, That an advisory
committee be established to study the
legislative needs, organization, facili-
ties, and functions with the goal of
improving and strengthening the abi-
lity of the Legislature to fulfill its
responsibilities in our representative
democracy and that the study be broad
and comprehensive in scope; and, be
it further
Resolved, That the advisory com-
mittee be composed of the Lieutenant
Governor and the Speaker of the
House of Representatives, three Mem-
bers of the Senate and six citizens of
the State appointed by the Lieutenant
Governor and three Members of the
House of Representatives and six citi-
zens of the State appointed by the
Speaker of the House of Representa-
tives; and, be it further304
