Whereas, There is a need and a
justification for broader unfettered
grants that will give states and local-
ities more freedom of choice, more
opportunity to express their own in-
itiative which reflects their particul-
ar needs and preferences, all within
the overall direction of national pur-
pose; and
Whereas, Texas recognizes a parti-
cular need in the field of education
and prefers that a high level of class-
room instruction be assured; and
Whereas, The Texas base salary
for beginning classroom teacher is
currently $4,104 per year and is
significantly below the national aver-
age; and
Whereas, Texas intends to earmark
amounts remitted to it to raise begin-
ning classroom teachers salaries to
a minimum of $7,000 a year; now,
therefore, be it
Resolved, by the House of Represen-
tatives of the State of Texas, the
Senate concurring, That this Legisla-
ture respectfully petitions the Con-
gress of the United States to call a
convention for the purpose of pro-
posing the following Article as an
Amendment to the Constitution of the
United States.
"ARTICLE"
"Beginning with the first full fiscal
year after ratification of this amend-
ment by the requisite number of
states, there shall be remitted to all
of the states of these United States,
an amount determined by the Secre-
tary of the Treasury to be equal to
not less than 5% of the aggregate
total of individual and corporate in-
come taxes paid to the United States
during the preceding calendar year.
"Such funds shall be remitted to
the States without restriction and
this remission of funds shall be in
addition to any other federal grant
programs which may be enacted by
the Congress.
"Each state shall share in such re-
mission in proportion as the popula-
tion of such State bears to the total
population of all the States, accord-
ing to the last preceding Federal cen-
sus."; and, be it furtherResolved, That if a portion of the
federal income tax be remitted to the
states, that Texas will earmark
amounts it receives so as to provide
a minimum base salary for classroom
teachers of $7,000 a year; and, be it
further
Resolved, That the excess be used
for the particular needs and purposes
which Texas recognizes on its own
initiative.
Resolved, That if Congress shall
have proposed an amendment to the
Constitution identical with that con-
tained in this resolution prior to July
1, 1969, this application for a con-
vention shall no longer be of any
force or effect; and, be it further
Resolved, That a duly attested copy
of this resolution be immediately
transmitted to the Secretary of the
Senate of the United States and the
Clerk of the House of Representatives
of the United States and to each
Member of Congress from this State.

Mr. Ogg moved that the constitu-
tional rule requiring bills to be read
on three several days be suspended
and that House Bill No. 45 be placed
on its third reading and final passage.
