lution, the House may provide for
opening of the floor of the House dur-
ing its sessions for the inauguration
of the Governor and Lieutenant Gov-
ernor and for such other public cere-
monies as shall be deemed warranted.
Section 18. No person shall be ad-
mitted to the Members Lounge at any
time except Members of the House,
Members of the Senate, and former
Members of the House and Senate if
not engaged in any form of employ-
ment requiring or necessitating them
to lobby or work for or against any
pending or prospective legislative
measure.
RULE XXX
AMENDMENTS TO THE RULES
Section 1. Amendments to the Rules
of the House shall be proposed by
simple resolution which shall be re-
ferred at once, without debate, to
the Committee on Rules for its study
and recommendation.
Section 2. Simple resolutions pro-
posing amendments to the Rules of
the House shall require only a major-
ity vote of the House for their adop-
tion.
Section 3. No resolution proposing
an amendment to the Rules of the
House shall be considered by the
House until a printed copy of such
resolution has been provided each
member of the House at least forty-
eight hours before such consideration.
RULE XXXI
WHEN RULES ARE SILENT
Where these Rules are silent or in-
explicit on any question of order or
parliamentary practice, the Rules of
the House of Representatives of the
United States Congress, and its prac-
tice as reflected in Hinds' and Can-
non's Precedents, shall be considered
as authority.
Sec. 2. Rule VII and Sections 2, 3,
4, 5 and 41 of Rule VIII as proposed
by the House Rules Study Committee
shall not become effective during the
Regular Session of the 60th Legisla-
ture, but following sine die adjourn-
ment of the 60th Legislature, at a
time or times to be selected by the
Speaker but not later than June 30,
1968, all standing committees of the
Regular Session shall stand dis-

charged and the Speaker shall name
new standing committees for the bal-
ance of the life of the 60th Legisla-
ture pursuant to said Rule VII; and
with the appointment of the new
standing committees, Sections 2, 3, 4,
5 and 41 of Rule VIII shall become
effective. For the Regular Session of
the 60th Legislature, standing com-
mittees shall be as enumerated in
Rule 7 of the Rules of Procedures
adopted by the 59th Legislature, sub-
ject to the following changes:
(1) Rules. Eleven members with
jurisdiction over: (1) Rules of the
House, Joint Rules, and all amend-
ments proposed to either; (2) All pro-
posals for legislative investigations
and invitations to appear before or
address the House or a Joint Session;
(3) The calendar system, assignments
of bills and resolutions to appropriate
calendars, and granting of rules for
floor consideration of bills and resolu-
tions; (4) All procedures for expedit-
ing the business of the House in an
orderly and efficient manner; (5) As-
sisting the Speaker in deciding the
order of recognition for suspension;
and (6) Such other matters concern-
ing rules, procedures, and operation
of the House as may be assigned by
the Speaker.
(2) House Administration. Seven
members, with jurisdiction over: (1)
Administrative operation of the House
and its employees; (2) All office space
available for the use of the House
and its members; (3) All admissions
to the floor during sessions of the
House; and (4) All radio and televi-
sion, live or recorded, of sessions of
the House.
(3) Judiciary. Twenty-one members,
with jurisdiction as outlined in Rule
7 of the Rules of Procedure of the
Fifty-ninth Legislature, plus the fol-
lowing additional functions: (1) All
matters relating to the organization
and incorporation of private corpora-
tions; and (2) All resolutions to sue
the State.
(4) State Affairs. Twenty-one mem-
bers, with jurisdiction as outlined in
Rule 7 of the Rules of Procedure of
the Fifty-ninth Legislature, except
for the loss of jurisdiction over resolu-
tions to sue the State, which are here-
by transferred to the Judiciary Com-
mittee.
