Joint Rules shall be suspended ex-
cept by concurrent resolution passed
by both houses by a two-thirds vote
of the members present and voting in
each house, with the yeas and nays
on each such vote to be recorded in
the Journals of the respective houses.
Sec. 2. Due to practical difficulties
in the transition to new procedures,
Joint Rules 22, 23 and 24 shall not
be mandatory until the 61st Calendar
day of the Regular Session of the
60th Legislature only.
The resolution was referred to the
Temporary Committee on Rules.
MEMORIAL RESOLUTION
ADOPTED
The following Memorial Resolution
was adopted unanimously by a rising
vote:
H. C. R. No. 3, By Joe Shannon, Jr.,
of Tarrant, Tommy Shannon of Tar-
rant, Sherman, Richardson, McLaugh-
lin, Gladden, Hull and Finney: In
memory of the Honorable R. Wright
Armstrong, Jr.
On motion of Mr. Richardson, the
names of all Members of the House
were added to H. C. R. No. 3 as signers
thereof.
PROVIDING FOR COMMITTEE TO
ARRANGE FOR PARKING SPACES
FOR MEMBERS OF THE HOUSE
AND THE CAPITOL PRESS
Mr. Clayton offered the following
resolution :
H. S. R. No. 4
Whereas, The Regular Session of
the 60th Legislature of the State of
Texas is now in session; now, there-
fore, be it
Resolved, That the following plan
for the parking of automobiles be fol-
lowed:
1. That each House member shall
have an allotted parking space for
his car to be issued by means of
drawing for positions for each indivi-
dual House member. Each member
will be issued a decal for the wind-
shield of his car with the number
corresponding to the drawn number
marked on the curb.
2. Each member will refrain from
parking in any spot other than the

one allotted to him and which carries
his number.
3. Any unauthorized state employee
parking in these spots whose car does
not exhibit a decal will be reported
to his employer, and in the case of
the House, to the Speaker of the
House of Representatives for correc-
tive action upon said employer's and
Speaker's discretion.
4. Members of the Capitol Press
staff will be provided parking places
in a similar manner.
The Speaker is authorized to ap-
point a committee of five members to
carry out the provisions of this re-
solution.
The resolution was read and was
adopted without objection.
APPOINTMENT OF HOUSE
PARKING COMMITTEE
The Speaker announced the appoint-
ment of the following House Parking
Committee:
Representatives Clayton, Pendleton,
Nowlin, Clark of Harris and Allred.
CONCERNING THE ORDER OF
BUSINESS OF THE HOUSE
OF REPRESENTATIVES
Mr. Tommy Shannon of Tarrant of-
fered the following resolution:
H. S. R. No. 7
Whereas, At the general elec-
tion on November 4, 1930, Section 5
of Article III of the Constitution of
the State of Texas was amended so
as to read as follows, to wit:
"The Legislature shall meet every
two years at such times as may be
provided by law and at other times
when convened by the governor.
When convened in Regular Session,
the first 30 days shall be devoted
to the introduction of bills and reso-
lutions, acting upon emergency ap-
propriations, passing upon the con-
firmation of recess appointees of the
governor and such emergency matters
as may be submitted by the governor
in special messages to the Legisla-
ture; provided, that during the suc-
ceeding 30 days of the Regular Ses-
sion of the Legislature the various
committees of each House shall hold
hearings to consider all bills and
