Section 10. Once a point of order
has been made that no quorum is
present, it may not be withdrawn
after the absence of a quorum has
been ascertained and announced.
Section 11. It shall not be in order
to recess under a call of the House.
RULE XVII
SIMPLE AND CONCURRENT
RESOLUTIONS
Section 1. Resolutions shall be in-
troduced by the filing of three copies
thereof with the Chief Clerk, who
shall number and record simple resolu-
tions in one series and concurrent
resolutions in a separate series. Af-
ter numbering and recording, resolu-
tions shall be sent to the Speaker.
Resolutions may be offered by one
or more members, but may not be
authorized by a committee as such.
Section 2. Concurrent resolutions
shall take the same course as simple
resolutions, except that they shall be
sent to the Governor for his signa-
ture when finally passed by both
Houses.
Section 3. Resolutions proposing
the expenditure of money out of the
Contingent Expense Fund of the Leg-
islature shall be referred to the
Committee on House Administration.
Section 4. All resolutions shall be
referred to the appropriate commit-
tees if they propose:
(a) To make an investigation, or
(b) To establish or define broad
legislative policies or opinions.
Section 5. Unless privileged, resolu-
tions shall be considered only at the
time assigned for their consideration
by the Rules of the House.
Section 6. A resolution that goes
over to the next legislative day as
unfinished business shall be taken up
under the head of unfinished business
before other unfinished business is
considered, except privileged matters,
and shall be considered until disposed
of.
Section 7. The subject matter of
simple and concurrent resolutions does
not have to be submitted by the Gov-
ernor in a called session before same
can be considered.
Section 8. Congratulatory and me-morial resolutions shall be prepared
for introduction by the individual
member, and officers and employees
of the House are expressly prohibit-
ed from preparing, or assisting in
the preparation of, such resolutions.
Section 9. No member shall be per-
mitted to introduce during any ses-
sion more than three congratulatory
resolutions nor more than three mem-
orial resolutions, except for those
resolutions which congratulate or
memorialize members or former mem-
bers of the Legislature. The Chief
Clerk shall maintain a record of all
congratulatory and memorial resolu-
tions introduced by each member and
shall refuse to file any resolution
which a member attempts to introduce
in violation of this rule.
Section 10. Congratulatory and
memorial resolutions shall be consid-
ered by the House only at those times
designated for such consideration by
these Rules. During consideration of
memorial and congratulatory resolu-
tions, such resolutions shall not be
read in full unless they pertain to
members or former members of the
Legislature, and all other such resolu-
tions shall be read only by number,
type of resolution and name of the
person, persons or groups designated
therein.
Section 11. Congratulatory and
memorial resolutions adopted by the
House, except those for members and
former members of the Legislature
and those for state officials and for-
mer state officials, shall not be print-
ed in full in the Journal, but shall be
listed in the Journal by number, to-
gether with a brief caption of each
indicating the person, persons or
groups covered by it. This rule shall
be applicable both to daily Journals
and the Permanent Journal.
Section 12. Only one enrolled copy
shall be made of each congratulatory
and memorial resolution, and the of-
ficers and employees of the House
are expressly prohibited from pre-
paring more than one enrolled copy
of each such resolution.

to the Constitution of Texas
