Mr. Kubiak offered the following amendment to the resolution:
Amend HSR 12, pages 4 and 5, by striking sections 8 and 9 and inserting in lieu
thereof a new section 8 to read as follows and renumbering the remaining sections:
Section 8. EDUCATION: Twenty-three members, with jurisdiction over: (1)
all matters pertaining to education and training, both public and private; (2) all matters
pertaining to the public schools and the public school system of Texas; (3) all matters
pertaining to education beyond the high school, including jurisdiction over all colleges
and universities of the State of Texas; (4) all matters pertaining to the Texas Education
Agency, the Coordinating Board for Higher Education, and the boards of regents of the
several colleges and universities of the State of Texas; (5) all matters pertaining to
vocational-technical training, and the operation of state schools and colleges for the
providing of vocational or technical training; and (6) all proposals to create, change or
otherwise alter school districts of the state.
(a) SUB-COMMITTEE ON SECONDARY EDUCATION. Seven members,
with jurisdiction over: (1) all matters pertaining to the public schools and the public
school system of Texas; (2) all matters pertaining to the Texas Education Agency, its
organization, powers, functions and responsibilities; (3) all matters pertaining to the
state programming of elementary and secondary education for the public school system
of Texas; and (4) all proposals to create, change, or otherwise alter school districts of
the state.
(b) SUB-COMMITTEE ON HIGHER EDUCATION. Seven members, with
jurisdiction over: (1) all matters pertaining to education beyond the high school, (2) all
matters pertaining to the colleges and universities of the State of Texas; and (3) all
matters pertaining to the Coordinating Board for Higher Education and the boards of
regents of the several colleges and universities of the state.
(c) SUB-COMMITTEE ON VOCATIONAL-TECHNICAL TRAINING.
Seven members, with jurisdiction over: (1) all matters pertaining to vocational and
technical training in the schools and colleges of the state; and (2) all matters pertaining
to the Texas State Technical Institute and other agencies of state government
performing work in the area of vocational or technical training.
