(B) Amend Rule VII, Sec. 27 to read as follows:
"Section 20. STATE AFFAIRS. Seventeen members, with jurisdiction over:
(1) all questions and matters of state policy; (2) all matters pertaining to the
administration of state government; (3) all matters pertaining to the organization,
powers, regulation, and management of state departments and agencies; (4) all matters
pertaining to the operation and regulation of public lands and state buildings; (5) all
matters pertaining to the General Land Office, its organization, powers, functions, and
responsibilities; (6) all matters pertaining to the State Building Commission, its
organization, powers, functions, and responsibilities; (7) all matters pertaining to the
State Board of Control, its organization, powers, functions, and responsibilities; (8) all
matters pertaining to the organization, regulation, operation, and management of state
institutions; (9) all proposals concerning the compensation and duties of officers and
employees of the state government; (10) all matters pertaining to the various branches
of the military service of the United States; (11) all matters pertaining to the defense of
the state and nation; (12) all proposals affecting veterans of military and related
services; (13) all matters pertaining to the adjutant general's department and the
various military units under its jurisdiction and supervision; (14) all matters pertaining
to the office of the Veterans Affairs Commission, its organization, powers, functions,
and responsibilities; (15) all matters pertaining to public utilities, telephone companies,
telegraph companies, other means of communication and any other entity, commonly
known as a public utility; (16) all other matters pertaining to the operation of state
government, its agencies and departments; all of above except where jurisdiction is
specifically granted herein to some other standing committee.
"(a) SUB-COMMITTEE ON EXECUTIVE DEPARTMENTS. Seven
members, with jurisdiction over: (1) all matters pertaining to the organization,
regulation, and management of executive departments and agencies; and (2) all
proposals concerning the compensation and duties of officers and employees of the
executive department.
"(b) SUB-COMMITTEE ON STATE INSTITUTIONS. Seven members,
with jurisdiction over: (1) all matters relating to public lands and buildings; (2) all
matters pertaining to the General Land Office, its organization, powers, functions, and
responsibilities; (3) all matters relating to the construction, maintenance, and
arrangement of state buildings, and the care and maintenance of the grounds,
cemeteries, and related areas belonging to the state; and (4) all matters relating to
printing to be furnished to the state, its agencies, departments, and institutions.
"(c) SUB-COMMITTEE ON PUBLIC UTILITIES. Five members, with
jurisdiction over: all matters relating to public utilities, telephone companies, telegraph
companies, other means of communications, and any other entity, commonly known as
a public utility."
