It was a cloudy, foggy day
when dignitaries from both
sides of the Rio Grande
gathered to pay tribute to a man
that had helped them in time of
need, a man that had gone
beyond his duty to extend his
helping hand when the citizen of
Camargo needed his help and a
man recognized in Camargo as
"our man in Washington. . .
Congressman Eligio (Kikai de
la Garza.
City officials from Cuidad
Camargo joined with the
support of the Rio Grande City
Chamber of Commerce to host
an appreciation dinner in
Camargo to honor De La Garza.
The day opened with a
greeting at the aduana on the
Mexican side of the Rio Grande
In Mexican officials and a
presentation of roses to the
Congressman by Mrs. Raqucl
Franco Gonzalez, wife of the
Presidente Municipal of
Camargo. The gioup then
joined a car caravan that took
the Congressman throughout
Camargo showing him the
different improvements that
have been completed in
preparation of providing what
will be the shortest paved route
to Monterrey and Mexico City
on the border.
The noon luncheon held at the
Alamo Restaurant was jointly
hosted by the Rio Grande City
Chamber of Commerce and the
City of Camargo. Some .'SO Rio
Grande City merchants at-
tended the function, they were

The luncheon opened with the
introduction of representatives
from several organizations In
Mexico and from Miguel
Airman and a welcome ad-
dress. During the address it was
stressed that the City of
Camargo wanted to pay tribute
to Congressman De La Garza
for several instances that the
City of Camargo had ap-
proached the Congressman
directly and received his at-
tention and help Cited were
bridge openings during
Camargo fiestas so that visitors
to the Mexican community
would not have to leave before
bridge closing.
Rio Grande City resident and
one of the organizers of the
luncheon, Fsteban Garcia, told
of Kika's attention during these
requests and praised him for his
work in congress.

honor guest and made him an
honorary citizen of Camargo
and presented him with a
plaque in appreciation of his
devoted service in congress and
his help to the citizens of

then played while De Li Garza
was treated to a standing
ovation.
1 am proud to be here in
Mexican soil, because this is
where I was born," De La
Garza told those present in an
emotional voice. He then told of
his childhood and of his
progress through schools and
his political career.
"To me Camargo is a lady
whom I did not know and will
probably never see again," De
Ixi Garza said. "She was a lady
that was a refuge in Rio Grande
City during hurricane Beulah
and I was with our great friend
and President Lyndon Johnson

a most important appointment
An important political appointment is about to be
in ade.
The quick and unexpected resignation of Randal
Nye from the office of district attorney of the 229th
Judicial District has resulted in a vacancy that must
be filled immediately by Governor Dolph Briscoe.
The man selected to fill this office must be the best
man available willing to undertake the awesome
responsibility that it entails. He must be a man who
has no political connections w ith any of the principals
involved in the Duval County probe He must be a
man who by his record has shown that he is unafraid
to take on this unenviable task and a man who has
proved that he has the stamina and the fortitude to
carry on no matter how high the hurdles or how big
the odds. He must also be a man who has had ex-
tensive prosecuting experience and one who has the
knack to communicate with all elements involved in
the development of a criminal case.
In short, this man must have very special
qualifications. Such a man is hard to find in this small
and politically-conceived 229th Judicial District.
Fortunately, there is such a man available that is
willing to tackle this difficult assignment. His name is
F.A. Cerda, Count;. Attorney of Jim Hogg County.
Cerda ir ae most experienced prosecutor in our
judicial district with twenty-one years before the
bench. He completed his Pre-Law at St. Mary's
University and acquired his law degree from South
Texas College of Law in Houston in 1951. He is married
to the former Marina Martinez, daughter of the late
A.A. Martinez and sister of county judge, H.T.
Martinez of Hebbronville. Mr. and Mrs. Cerda are the
parents of five children. Cerda w as a marine sergeant
in World War 11 and fought in the South Pacific. He is
a member of the V.F.W . and the American Legion. He
is also a member of the Government Review Com-
mittee of the South Texas Development Council.
The Rio Grande Herald is proud to endorse F.A.
Cerda for the position of district attorney of the 229th
Judicial District. We feel that he will do the job
required of him and that his conduct of the office will
bring honor to the legal profession.
The appointment to this office could very well be
one of Governor Briscoe's most important decisions.

Nye resigns as DA
for 229th District

attorney for the 229th Judicial
District resigned that position
late last week in a surprise
announcement to the state
governor.
Nye released the following
statement to the press late
Thursday afternoon:
"Today. I have advised the
Governor of Texas, Honorable
Dolph Briscoe and the District
Judge of the 22!ith Judicial
District, Honorable O.P.
Carrilio, of my decision to
resign as of this date as District
Attorney of the 229th Judicial
District composed of the
Counties of Starr, Jim Hogg and
Duval.
My private law practice has
increased to the point where I
cannot do justice to both it and
