School Board seats new members; appoints new
equalization board
The Rio Grande City School
Board of Trustees meeting in
their first after the school board
elections went through a short
agenda, but named the two new
board members, and appointed
a new board of equalization.
The meeting was opened by
vice-president Raul Guerrero
who called for approval of the
minutes and then asked for
• approval of the canvass of the
election. The board secretary
Jorge Guerra announced that
the recount of position had
ended with Charles LaGrange
1519 and Dr Gilberto A (Nene)
Garza 1503. Dr. Garza had
asked for the recount when his
race was determined by some
14 votes.
The two board members were
sworn in and new Trustee
Charles LaGrange spoke for
himself and Javier D. Margo.

that this had been a very close

Executive Committee meeting
in a regular session at the Multi-
purpose Center here in Rio
Grande City announced the new
polling places and named the
* election officials for the May 4th
Primary.
The meeting headed by
Ismael Pena opened at 2 p.m.
and the only items on the
agenda were the naming of
polling places and the naming
of election officials.
The polling places are as
follows: Precinct 1, Multi-
purpose Center, 2; North
Grammar School, 3; West
Grammar School, 4; San Isidro
School, 5; Domingo Perez'
House in El Sauz, 6; Junior
High School in Roma, 7;
Gonzalez Recreation Club in
•Salineno, 8; \a Union School in
Garciasville and 9: Old Grulla
School in Grulla
The election officials named
were:

A Roma Attorney apparently
dissastisfied with the selection
of the election officials ad-
dressed the board and stated
that the state Democratic
Executive Committee had
recommended that the local
election should allow for
election officials from all
parties "I feel that you .should
follow the spirit of the
recommendations of the state
committee and name election
officials from all parties,"

election and alot of things had
happened and that his and
Margo's reasons for running
were that they wanted things
done fairly and done right and
that both of them were glad to
be on the board and would work
for the primary reason of up-
grading the school and the
educational system of Rio
Grande City.
The two board members were
welcomed and the board got
down to the rest of the agenda.
Paul Dunning of the district
CPA firm brought the members
the new audits which showed
the district in the red as far as
the day-to-day operation was
concerned but in the overall
picture the district was in the
black.
He cited revenues of
$3,857,247 and expenditures of
$3,758,853. but told the board
that in the operating xpenses
they ha^ $2,525,. 94 ex-
penditures compared to income
of only $2,502,954.
Asked if he thought the
district could be confident in a
bond issue, Dunning told the
board that he felt very confident
the district could float a bond
issue and ''hold it's own
ground."
Charles LaGrange questioned
the auditor on the tax-
delinquent accounts and the
board was told that some
$52,000 was left outstanding for
1972.
"If we had this money we
wouldn't be in the red in any-
way, shape or form," Dunning
said.
The board then discussed
leaks in the roof of the
vocational building and on the
multi-purpose center. The
school attorney will be working
on seeing that the repairs are
done along with the business
manager and superintendent.
In other business the board
discussed the new federal wage
and hour law which will bring
many non-professional per#
sonnel now employed by the
school district under the $2.00
per hour by May 1. The board
passed on an order to comply
with the law. The new law will
cost the district some $3000 per
month more. Along the same
line the board also approved the
writing of a letter of intent in
applying for the newly required
Workman's Compensation. The
policy would cost the district
some $12,000 per year but if they
showed interest now will be
allowed a 41 per cent cut or the
savings of some $4,800.
Several propositions will
remain in the studying stage,
that of a new telephone system
for the district and the joining of
the high school into the
Southern Association of
Colleges and Universities for
accreditation The membership
makes it easier for local
students to enroll in major
universities without too much
trouble.
The association requires all
districts joining the association
to have all masters degree
personnel in all administrative
positions, no non-degree
teachers in the classrooms,
complete set of board policies
and upgrading of some facilities
now in use.
In other action the board
approved the use of the district
guest house located in the rear
of the complex for the Early
Childhood Development
program to be opened next
school year.
High School Band director
Nicolas Gonzalez then ap-
proached the board with in-
formation concerning the air-
conditioning of the band hall.
He told the board the project
had been on the drawing board
for sometime now and that the
board had agreed to meet half
the expenses if the band
boosters came up with the other
half. Gonzalez told the board
that he had called the different
air-conditioning companies
seeking quotations and that the
lowest bid was from a local firm
who bid $9,200.00. The board
agreed that they did not have
the money at the present time
but agreed to work out the
problem so that the project
could be started soon. CPL
personnel are to check out the
BTU requirements of the hall
before a purchase is made.
The board named Ray
Rochester, Jose Martinez and
Uiuro Ixipez to the board of
equalization.
In other actions the board
approved resignations and
approved the hiring of new
personnel and changed the
meeting date from the second to
the first Tuesday of every
month.
A newly form political
organization has announced it
schedule of meetings for April
and May.
The United Groups for Better
Government announced that
they will hold meetings on April
18 at Grulla in front of school
building at 8:30 p.m., Saturday
April 21 at Plaza Requenez in
San Isidro at 6:30 p.m., Tuesday
April 23rd at Val-U-Mart Starr
Plaza Shopping Center at 8:39
p.m. Thursday April 25 at Plaza
Mayorga in La Casita on 8:30
p.m. Tuesday, April 29 in Roma
at Plaza Guadalupe at 8:30 p.m.
and Thursday May 2nd in
Garceno and Friday May 3rd in
Rio Grande City at Plaza San
Juan at 8:30 p.m.
