The City of Roma will soon
begin Phase I of a three Phase
renovation program that will
enhance the tourist trade for the
city and at the same time begin
a reconstruction program
which will ultimately improve
all sections of the Roma-Los
Saenz area. The area which will
soon undergo a face-lifting is
the Church Plaza area which at
the present time is in a raw
state. The length between the
Ramirez Memorial Hospital
"ant the old buildings which
once housed the Guerra store is
a rock filled, dusty avenue. The
cars traversing the area must
avoid the large holes otherwise
the ride is quite bumpy.
The administration of Roma
has undertaken the awesome
task to renovate this plaza area
and make the area more
palatable to Roma citizens, the
merchants, and the tourists.
According to the office of the
mayor, J. C. Guerra, the City of
ALPINE - Joe Sanchez Jr.,
son of Mr. and Mrs. Joe R.
Sanchez of 114 Aguirre Street,
Rio Grande City, was men-
tioned for "Player of the Week"
in the Lone Star Conference last
week.
Playing linebacker for the Sul
Ross Lobos, Sanchez was
credited with 22 tackles in a
game against Eastern New
AJeiico, which the Lobos lost,
27-17.
Last year, Sanchez was
honored at the Annual Awards
Banquet at Sul Ross University,
when he was presented with the
Century Club Head Hunters
Award" and selected by his
teammates and the coaching
staff for the "Hardest Worker
Award."
At 5-8 and 193, Sanchez is
inside linebacker for the Ixibos.
Last year, he led his team both
in unassisted and assisted
tackles by scoring 151 points, an
average of 15 tackles a game.

Roma will revitalize the
downtown section and provide
the incentive for tourists to visit
this historically rich border
town. The City of Roma needs to
take the first step in providing
community interest in
preserving, restoring and
renovating historically
designated building while at the
same time improving the city's
transportation system by
providing paved streets or
cobblestone paving. At the
present time, a recreational
"plaza area" is non-existent,
however, this project will
provide a large developed area
for "Fiesta type" gatherings,
which would offer en-
tertainment, revenue for in-
dividual entrepreneurs, and a
special event for outsiders. The
main result expected from this
project will be the lowering of

At present the site is unpleasant and an eye-sore to those visiting the city. Federal money as
well as local contributions will help to make the plaza area and the Roma Historical District
a renovated and improved area for Roma citizens and the tourists visiting the city. The
possibilities for expanded business ventures has been taken into consideration by Roma

a.m. until 12 midnight daily
The amount of traffic before 8
a.m. and after 12 midnight did
not justify the extended hours.
The Rio Grande School
District Trustees decided to
enlist the aid of Underwood and
Neuhaus as the fiscal agent for
the school district in the up-
coming bond election be held
along with the November
General Elections.
Itior to the bond election
question, the board took action
to confirm the employment of
Manuela Rodriguez and
Guadalupe Gonzalez for the
school district under the
Manpower Program.
Board member John Pope III
moved that those two ladies be
confirmed by the board since
the two had been on the school
district's alternates list. Both
ladies had applied for em-
ployment but were not liired
and placed on the alternates
lists. 'Hie superintendent was
directed to place the names as
sanctioned personnel
Raul Guerrero, the board
president, stated that the
teachers and administration
" needs all the help they can
get." But there has to be some
coordination between the
county and the school. Pope
remarked that the school
district has a set of qualification
guidelines and it should be used
"Why have the rules, if we
aren't going to follow them,"
stated Pope. The motion stating
that the rest of the manpower
personnel was not confirmed
passed, however, the man-
power personnel was retained
until further notice.
One of the board members
declared that it was "not fair
for another organization to
choose the personnel for the
schools" and that "something
should be done."
A discussion of the pending
bond election came into focus. A
representative from Un-
derwood and Neuhaus was
present and he explained the
process of the bond election.
Voting places were tentatively
given as the schools for La
Grulla. La Union, North
Grammar and West Grammar.
There was a little confusion
about the election because the
County Commissioners' have
used school facilities for the
general election and "it seems
that they are taking it for
granted that they will use the
facilities again."
Arnoldo Gonzalez suggested
that the school administration
contact the county ad-
ministration and inform them
of the schools intention to use its
buildings for the bond election
and that the county should
decide where their polling
places will be in order for the
school election to be coor-
dinated with the general
election Gonzalez further
stated, "the commissioners'
court must consult with us
They assume they can use our
facilities."
An unofficial vote was taken
on the question of using the
same polling places as the
county. The consensus was in
favor of using the same
facilities, however, the school
will have different clerks and
judges
The matter of an absentee
judge and election judge will be
discussed Friday at another
school board meeting. The
terms of the bonds will also be a
topic for discussion at the
meeting
David Minter, a represen-
tative for the architectural firm
designing the proposed
buildings explained the cost of
the "package deal" the voters
will be offered. The ballot for
the bond election will list two
figures. One figure will be
$2,498,000.00 which will be used
solely for a new high school and
a new J,a Grulla Jr. High The
other figure will be $4,800,000.00
which will be used for
overhauling and building new
edifices for the entire school
district.
It was mentioned that $27,000
thousand dollars was included
in the bonds for the recon-
struction of the auditorium. And
$(>5.000 is included also for
auditorium seats.
An explanation as to why the
auditorium became a very
expensive venture was offered
by the president of the board
after Gonzalez stated there was
need for an explanation.
Guerrero answered simply He
explained that the federal
money would not be granted if
the school board did not act as
its own contractor. And
Guerrero further stated that
none of the board members had
the time or the experience to
undertake such a task. He was
candid when he said that the
school board "just made a
mistake."
The president also mentioned
that a public meeting would be
held Thursday for the purpose
of discussing school finances.
He extended an invitation to the
public at large to attend this
meeting which is being
provided by representatives
from the organization Teachers
for Educational Excellence
After the business was ter-
minated, the school board
disbanded until Friday at 7:00
p.m. when another meeting will
be held to discuss the terms of
the bonds and the election
procedures.
