Three persons escaped
without serious injury from
a flaming, overturned 1972
Ford Pinto following a two-
® car accident at 8:15 p.m.
Sunday, July 29, in front of
the Pizza Hut on Highway 83
in Rio Grande City.
Rio Grande City Volunteer
Fire Chief 0. F. "Speedy"
Guffey said that when he
arrived at the scene he
thought there was just a
grass fire. He soon realized,
however, he said, that there
^was an overturned car
W burning in the fire.
According to Department
of Public Safety Trooper
Gerardo de los Santos, a 1970
Pontiac Grand Prix, driven
by Argelio Zamora of Rio
Grande City, struck the
Pinto from behind. The
Pinto apparently burst into
flames and fell, wheelsup, in
the weedy ditch.
_ Inside the Pinto were the
• driver, Ramiro Sanchez and
his wife, Maria Sanchez, of
Zapata, and a nephew,
Jaime Sanchez, 3.
De los Santos said a man
identified as Dario Salinas
heroically removed the
lady and the child from the
car. Sanchez had gotten out
himself.
Mrs. Sanchez was taken by
Cebailos Ambulance to
McAllen General Hospital
where, de los Santos said,
she was reported in good
condition.
The highway patrolman
said Zamora apparently fled
the scene and crossed to
Mexico, and a warrant for
his arrest was issued. De los
Santos said Zamora turned
himself in at around mid-
night Sunday.
Zamora was taken before
Justice of the Peace Arturo
Clarke and charged with
failure to stop and render
aid, a felony. Clarke set
bond at $10,000.
Starr County Deputy
Sheriffs Willie Pena and
Javier Garcia initiated the
investigation of the accident,
de los Santos said.
County Fathers Juggle
Funds To Meet Payrolls
The Starr Commissioners
Court, all present, in a
special meeting Monday
approved some mind-
boggling juggling of funds in
order to meet commitments
for July.
The county fathers also
involved themselves in
serious discussion about
county finances.
The court first approved
the transfer of $7000 from
Road and Bridge to the
General Fund, "in order to
meet the July payroll," the
County Auditor, Guadalupe
Villarreal, said.
Commissioner Jose Maria
Alvarez Sr. made the motion
and Commissioner Amando
Pena seconded, and all voted
in favor to make the trans-
fer.
Then County Judge Bias
Chapa explained the other
item remaining on the
agenda, declaring an
emergency and amending
the budget. He said the
transfer of the different
monies was necessary to
meet recently made com-
mitments to pay 100 per
cent of the insurance
premiums for deputies and
constables, plus meet other
financial requirements.
Pena asked, "What are we
getting in return from the
constables?" starting a
discussion of law en-

Mobile Home Fire
Claims Baby's Life
A disastrous fire which
Consumed a mobile, home
also took the life of a two
year old girl.
The mobile home, located
just West of the North
Grammer School, began to
burn at about 4:30 p.m
Wednesday, July 25. Inside
was Belinda Lopez, two-year
old daughter of Roberto and
Elia Mar Garcia Lopez.
^ The Rio Grande City
Volunteer Fire Department
fought the blaze. Accounts
tell that at least three in-
dividuals made several
heroic attempts to locate the
little girl inside the burning
home. It was suspected the
baby had been asleep in the
bedroom.
Her body was discovered
at the other end of the mobile
home, in the living room
area.
The origin of the fire
remained unknown at
presstime.

Season Set

four half-days of hunting for
whitewings have been set by
Parks and Widlife Com-
missioners at their July 24
meeting.
P&W Commissioners
decided on Sept. 1 through
Oct. 21, 1979, and Jan. 5-13,
1980, seasons for the North
Zone; and Sept. 22 through
Nov. 4, 1979, Jan. 5-20, 1980,
seasons for the South Zone.
In those counties along the
Rio Grande which have
white-winged dove hunting,
the fall segment of the South
Zone hunting will end Oct.
31.
Shooting hours, bag and
possession limits for
.Tiourmng doves remain the
same as last year - 30
minutes before sunrise to
sunset, bag of 10 birds and
possession limit of 20.
White-winged dove season
is Sept. 1-2 and 8-9, in the
counties of Brewster,
Cameron, Culberson, El
Paso, Hidalgo, Hudspeth,
Jeff Davis, Kinney,
Maverick, Presidio, Starr,
Terrell, Val Verde, Webb,
Willacy and Zapata.
Shooting hours remain at
noon to sunset; with a bag of
10 whitewings, 10 mourning
doves and possession of 20
birds of both species.
A system of alternating
sanctuaries for whitewing
hunting remains in effect

Department. Judge Clarke
set a $500 bond on each of the
trio.The accusedlaterplead-

Judge Clark? reports that
on July 16, Daisy Bazan, 18,
of Rio Grande City, was
before him by
department per-
sonnel and charged with
criminal mischief of damges
over $200 but less than
$10,000.
Clarke said Ms. Bazan was
also charged with assault by
a local young woman, a
minor.
The criminal mischief
charge is pending grand jury
investigation. The assault
charge is pending to be
heard in County Court before
Judge Bias Chapa.
Clarke said he placed a
$5,000 surety bond on Ms.
Bazan.
Clarke also reports that on
July 24 Manuel Raul Dimas
Castillo, 25, of Rio Grande
City, was arrested on a
charge of unathorized use of
a motor vehicle, the com-
plaint having been signed by
Harold Hinojosa. Clarke
said Hinojosa's car had been
stolen on Mar. 22.

and set bond at $10,000. The
case is pending investigation
before the Starr County
Grand Jury.
On July 25, charges of theft
of more than $20 but less
than $200 were filed against
Jose Luis Cruz, 23, and
Pedro Montalvo, 29, both of
Gruila. The Compaint was
signed by Starr County Chief
Deputy Leonel Romeo
Alvarez. The men were
accused of stealing an air
compressor from D. L.
Munsell.
Clarke set bond at $1000 on
each person and their case is
pending before the County
Court.
Also, on the same day,
July 25, charges of theft
were also lodged by Alvarez
against Victor Cantu Jr., 18,
of Gruila. Cantu is accused
of stealing a citizen's band
radio (CB) of more than $20
but less than $200 value.
Cantu's bond was also set at
$1000 and the case is pending
before Judge Bias Chapa's
court.
One July 30 Argelio
Zamora, 26, was taken
before Judge Clarke and
charged with failure to stop
and render aid in connection
with an automobile accident
which occured July 29 in
front of the Pizza Hut.
Zamora gave himself up to
police officers and was taken
before Clarke by Depart-
ment of Public Safety-
Trooper Gerardo de los
Santos.
Clarke set bond at $10,000
on Zamora.

constables, one sheriff, and
one chief deputy sheriff, for
a total of 23 paid law en-
forcement officers in the
county. It was mentioned
that the total cost of law
enforcement in Starr County-
amounts to about $'2 million
a year.
Commissioner Arnoldo
Gonzalez expressed concern
over the fact that the county-
runs out of money by May of
each year. They all agreed
that something has to be
done about this, perhaps by
setting aside a certain
amount each year.
County taxes are paid a
year behind, so the county
has to apportion enough
funds to be a whole year
ahead of the tax income
amount.
Gonzalez then moved, and
Commissioner Hector
Lozano seconded, to approve
Chapa's amendment
proposal and it carried.
The funds transferred are
